The Civil Construction Manager is responsible for overseeing the delivery of public infrastructure and capital improvement projects throughout the Houston region. This role ensures that construction activities comply with approved plans, specifications, budgets, schedules, and all applicable local, state, and federal regulations. The position requires extensive coordination with public agencies, consultants, contractors, utility providers, and the public to successfully deliver safe, high‑quality infrastructure projects. Responsibilities
Manage construction phases of public‑sector civil infrastructure projects, including transportation, drainage, utilities, and flood control improvements. Administer construction contracts in accordance with public procurement requirements, agency standards, and governing regulations. Coordinate with agencies such as Harris County Flood Control District, Harris County, City of Houston, TxDOT, UPRR, and other local or regional authorities. Oversee contractor performance, construction inspection, and QA/QC programs to ensure compliance with approved plans, specifications, and permits. Review and approve pay applications, change orders, schedules, and claims in accordance with public‑sector policies and contract documents. Monitor project budgets, schedules, and funding sources; provide accurate reporting and forecasting to leadership and stakeholders. Ensure compliance with environmental permits, right‑of‑way requirements, utility coordination, and regulatory approvals. Lead construction progress meetings, coordinate interagency reviews, and respond to public inquiries or concerns related to construction activities. Identify project risks and develop mitigation strategies to minimize impacts to cost, schedule, safety, and public operations. Support project closeout activities, including final inspections, documentation, and acceptance. Qualifications
Professional Engineer (PE) license in the State of Texas. Bachelor of Science in Civil Engineering, Engineering Technology, Construction Management, or a closely related field. Minimum 5 years of experience managing civil construction or public infrastructure projects. Strong knowledge of public‑sector civil engineering and construction practices, including drainage systems, utilities, roadway improvements, and flood control infrastructure. Demonstrated experience delivering projects for local, county, or state agencies, including Harris County Flood Control District, City of Houston, TxDOT, UPRR, or similar jurisdictions. Working knowledge of construction law fundamentals, contract administration, and public procurement processes. Proven experience managing construction budgets, schedules, contracts, and QA/QC processes across all phases of project delivery. Excellent written and verbal communication skills with the ability to effectively coordinate with agencies, elected officials, consultants, contractors, and the public. Preferred Qualifications
Project Management Professional (PMP) or Certified Construction Manager (CCM) certification. Experience with federally or state‑funded projects and associated compliance requirements. Regulatory & Safety Compliance
Strong familiarity with environmental permitting (e.g., USACE, TCEQ), OSHA safety standards, and applicable local, state, and federal regulations. Commitment to maintaining safe construction sites and protecting public health and welfare. About Us
