About the Agency
The Luzerne Conservation District is a local soil and water conservation agency with the mission of conserving land and water resources in Luzerne County by promoting public awareness, providing technical assistance, and encouraging regulatory compliance. We accomplish our mission through cooperation with landowners and land users, by working with other public and private organizations, and by increasing citizens’ awareness of their responsibility to be good stewards of natural resources.
Position Summary The District is seeking qualified and highly motivated applicants for a
full-time
position in the
Erosion & Sediment (E&S) Control Program . Primary responsibilities of this position include reviewing and processing E&S plans and NPDES permit applications, conducting site inspections, investigating associated complaints, and providing technical assistance to land users.
Responsibilities Necessary skills and abilities include the ability to effectively communicate with the public, permittees, plan designers, and cooperating agencies; high integrity in professional judgments and determinations; experience in or ability to learn how to interpret surveys, maps, and plan drawings; strong written and verbal communication skills; valid driver’s license; ability to traverse rough terrain.
Qualifications
An associate’s degree from an accredited university, college, or trade school, which includes one of the following major areas of study: environmental engineering, civil engineering, construction management, natural resource management, environmental studies, soil science, geology, hydrology, forestry, biology, earth science, forest management, or other area of study with a major emphasis in environment and natural resources OR possess a combination of applicable education, training, work experience, or volunteer experience that is equivalent to a 2-year degree or greater.
Preferred Experience
Erosion and sediment pollution control best management practices
Experience in construction processes
Ability to read and interpret engineering drawings, aerial photos, and topographic maps
Knowledge of Microsoft Office programs and other computer related programs
Geographic Information Systems (GIS)
Public speaking and technical writing skills
Previous experience in erosion & sediment control and/or stormwater management
Working knowledge of municipal structure and land development processes
Expertise in generating review letters and inspection reports
Salary and Benefits The starting salary range for this position is anticipated to be $39,520 to $48,000 based on experience. The district also offers a generous benefits package, including but not limited to a retirement plan; health, vision, and dental insurance; paid time off; etc.
