Job Summary
Performs moderate professional work with a variety of routine and technical duties in several functional areas including employee benefits, recruiting, records management, and new hire orientation. Provides guidance, support, and coordination in the consistent and effective application of policies, procedures, and practices of the Human Resources (HR) Department. This position also serves as the first point of contact for employees and the public and performs clerical and administrative duties to contribute to efficient office operations; does related work as required. Work is performed under the general direction of the Human Resources Director. This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions. Responsibilities
Coordinates office operations, providing confidential administrative support to the HR Department. Assists with administrative tasks involving personnel, budget monitoring, development and standardization of forms, and clerical procedures and policies for the department. Assists internal and external customers by phone, correspondence, or in-person regarding HR processes, policies, and related procedures, referring to the appropriate HR staff member as needed. Coordinates posting of position announcements, including coordination with departments, and internal and external advertising. Proofreading skills and careful attention to detail. Manage benefit programs to ensure employees understand benefits options and can make informed decisions. Conduct background check process. Manage the onboarding process and ensure new hires have necessary resources and support. Works with Department Heads to schedule new hire orientations. Conducts new hire orientations, including basic employment paperwork, benefits enrollment, and compliance with South Carolina Public Employee Benefit Authority (PEBA) requirements. Establishes, audits and organizes the maintenance of employment records, including the review and processing of Personnel Action Forms to ensure compliance with County policies and timely processing of new hires, separations, and other personnel changes. Identifies reporting and other areas of the financial system needing configuration, optimization, testing, or troubleshooting, and work with Human Resources Director to initiate process improvements. Pursues self-development and continuing personal development of skills and knowledge by attending ongoing educational workshops, reviewing professional publications, and establishing personal networks. Organize training sessions, workshops and development initiatives, as needed. Coordinate annual employee recognition events and conduct employee surveys. Serve on and oversee agency employee appreciation team and events. Proficient knowledge of modern principles, methods, and practices in human resources. Proficient troubleshooting skills to resolve issues or problems by analyzing trends and problems, identifying alternative solutions, interpreting compliance documentation, projecting consequences of proposed actions, and communicating and/or implementing recommendations in support of goals and maintaining compliance. General time management and mental and physical organization skills that support the ability to focus, have clarity, and use strategy to fulfill a variety of tasks successfully. General Skills in Microsoft Office Suite, the internet for research and the ability to learn and develop proficient skills in the County-wide enterprise resource planning software and other online portals for state agencies and benefits. Ability to exercise a high degree of judgment and discretion and maintain the confidentiality of sensitive and confidential information. Ability to write and speak clearly and concisely and to express ideas and recommendations effectively, orally, and in writing. Ability and willingness to establish and maintain communication and working relationships with peers, representatives from other agencies, vendors, public officials, and the public using courtesy, tact, and good judgment. Qualifications
Any combination of education and experience equivalent to graduation from an accredited college or university with an associate’s degree in human resources, business, public administration, or related field and 1 plus years of experience in public human resources environment or related field.
