We are seeking a Data Analytics Engineering Manager within the Information Technology Services Department to lead the development and modernization of the agency’s enterprise data platforms. This role combines technical expertise with strategic direction, overseeing data pipelines, architecture, and analytics environments to ensure high‑quality, reliable data for reporting, operational insights, and emerging AI capabilities.

About the Role The Data Analytics Engineering Manager leads the development and modernization of the agency’s enterprise data platforms. This hands‑on leadership position involves working closely with engineering, operations, product, and security teams to drive improvements in data quality, integration, and automation across systems. The manager establishes engineering standards, enhances analytics tooling, and ensures data processes align with statewide technology and security requirements.

Contributions

Technical and Analytical Leadership – oversee the development and application of analytical, visualization, and AI tools.

Data Architecture and Platform Engineering – lead design, development, and maintenance of enterprise data architecture, including data modeling, warehousing, lakehouse platforms, and supporting infrastructure.

Data Integration, Quality, and Interoperability – direct scalable data pipelines and data integration processes; ensure data quality through automated validation, cleansing, and enrichment workflows.

Strategic Alignment and Value Creation – collaborate with agency leadership to define and advance data and AI strategies that support mission outcomes.

Cloud Data Modernization and Infrastructure – guide modernization efforts by architecting cloud‑based data environments and hybrid infrastructures.

Team Leadership and Talent Development – mentor and develop a multidisciplinary team of data engineers, analysts, and AI developers.

Qualifications Minimum Qualifications

Bachelor’s degree in computer science, information systems, computer engineering, or a related field, or equivalent professional experience.

Equivalent professional experience may substitute for the degree requirement at a rate of one year of relevant experience for each year of education.

A minimum of 7 years experience in data engineering, data management, cloud data, and related disciplines.

Preferred Qualifications

Thought leadership and experience in modern data management and driving AI initiatives.

Hands‑on experience with cloud‑based data platforms including Snowflake or Databricks.

Strong understanding of ETL/ELT processes, API frameworks, data modeling, and data lakehouse architecture.

Skilled in designing and maintaining scalable, high‑performance data architectures in cloud or hybrid environments.

Familiarity with data governance, data cataloging, and metadata management tools.

Working knowledge of analytics and business intelligence tools such as SQL Server and Power BI.

Experience integrating analytics and visualization solutions into enterprise systems.

Proven ability to lead, mentor, and develop technical teams.

Strong communication and stakeholder engagement skills.

Demonstrated experience implementing data quality controls, validation frameworks, and governance standards.

Understanding of data privacy, security, and compliance requirements.

Experience with CI/CD pipelines, data APIs, and automation for analytics environments.

Location Requirements This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided.

Physical Requirements Primarily sedentary office work; routine mobility around the worksite may be required. Extensive computer, telephone, and client/customer contact. Ability to move and transport records and materials up to 20 pounds.
