The Riverside County Department of Registrar of Voters is seeking an

Elections Coordinator - Services

for the Operations Division in the Riverside location.

PLEASE NOTE: The position may require full‑time office presence for several months leading up to, during, and after elections due to the high workload. The role may involve working weekends and holidays, including mandatory overtime during election and post‑election periods. Travel throughout the county may be required. Outside of election season, employees may choose from a 4/10, 9/80, or 5/40 workweek schedule, with the option of a hybrid schedule based on business needs. Flexibility to work overtime, weekends, and holidays is required.

The Riverside County Department of Registrar of Voters ensures the electoral process will be conducted professionally, consistently demonstrating neutrality and non‑partisan decision‑making, based upon a thorough knowledge of and compliance with all election laws by administering them timely, responsively and with integrity on behalf of those we serve.

Reviews, researches, and analyzes elections codes and relevant government regulations to determine impact upon Elections Office and operations.

Liaisons procedural changes to appropriate agencies and staff and makes recommendations to management for implementation; updates and oversees processing and implementation of revisions and changes as they pertain to the Elections Office forms and instructions.

Assigns and reviews the work of staff in connection with primary, general, district, municipal, special and internal county elections, including issuance and processing of petitions, nomination papers, campaign reporting forms, absentee and/or early voting and election/precinct officer availability and appointment correspondence.

Determines the polling places for each scheduled election.

Maintains liaison necessary for timely input of polling places and election/precinct officers.

Supervises and oversees elections calendar scheduling and maintenance and is responsible to staff, the public, and all appropriate agencies for updates and appraisal; supervises the solicitation of election precinct officials and polling place locations and the absentee voting operation.

Prepares and provides correspondence to all appropriate public agencies in coordinating conduct of various elections (e.g., recall, vacancy, special measures, as well as general elections).

Corresponds with other agencies in research and compilation of information for and in the creation of appropriate candidate or election/precinct officer handbooks.

Supervises the preparation of legal publications; publishes complete list of election/precinct officers and polling places.

Oversees election files for each election under the jurisdiction of Elections Offices; responsible for chronological compilation and adherence to legal requirements.

Oversees the preparation and distribution of annual calendar of all regularly scheduled elections with appropriate designations, as well as preparation and distribution of elections calendars for each type of election occurring.

Prepares and conducts training seminars, with appropriate procedural or instructional handbooks, for city clerks, election/precinct officers, and other electing body officials.

Plans and coordinates the delivery of precinct and election/precinct officer supplies and materials.

Oversees first‑line supervision of voter registration and elections services, absentee voting and election/precinct officers/polls selection; reviews and proofs all ballot layouts, lists of candidates, and other publications, handbooks, and printed documentation prepared for and by the Elections Office.

Coordinates and supervises temporary, seasonal, election/precinct officers, and election night staff to ensure adequate and appropriate coverage.

Supervises the preparation and issuance of certificates of election, as required by law.

Knowledge of:

Federal, state, and local laws, rules, regulations, ordinances, and procedures relating to registration of voters and administration of elections in California.

Standard and modern office equipment including computerized data entry and information processing and the applications used in voter registration and election activities.

Modern office practices and procedures, file, correspondence and report preparation.

Principles and techniques of personnel management and supervision.

Correct English usage, grammar, spelling, vocabulary, punctuation, format and style.

Principles and techniques of establishing and maintaining public relations.

Basic mathematics.

Ability to:

Read, understand, interpret and apply election laws and procedures.

Develop policies and procedures.

Plan, schedule and supervise election operations in peak work periods.

Instruct and train regular, seasonal, and/or temporary personnel in elections activities.

Research, develop and present a variety of narrative and/or statistical reports in a concise manner.

Perform a full variety of data entry, computerized, and other technical elections operations tasks.

Review and compare documents for completeness and accuracy.

Effectively develop and maintain cooperative working relationships.

Communicate effectively both orally and in writing.

Experience:

Two years as an Elections Coordinator Assistant with Riverside County;

OR

Three years of supervisory or lead experience, which must have included responsibility for communicating or explaining information or procedures to staff or the public. Two of the three years must have included interpreting and applying government codes, regulations, legislation, or official directives.

Other Requirements

License/Certificate: Possession of a valid California Driver's License is required.

Skill: Sufficient keyboard or typing skill to complete 35 net words per minute may be required.
