Position Overview and Responsibilities: ENVIRONMENTAL SPECIALIST III (37020732) is part of the NONPOINT SOURCE MANAGEMENT PROGRAM in the DIVISION OF WATER RESTORATION ASSISTANCE. The role functions primarily as a Grant Manager for federal and state funded projects aimed at reducing nonpoint source (NPS) pollution statewide, especially within Basin Management Action Plan areas. Typical projects include stormwater treatment, septic tank abandonment, and public education initiatives such as the green stormwater infrastructure website (gsi.floridadep.gov) and Florida-Friendly Landscaping™ program (FloridaFriendlyLandscaping.com). The incumbent works 40‑hour weeks, Monday through Friday, and must be present on site during core hours of 9AM‑3PM. This is a second‑level intermediate environmental role that collaborates with local, regional, state, and federal agencies as well as the private sector to assess and abate NPS pollution from land‑use activities. Focus is on education, outreach, and implementation of Low Impact Development/Green Infrastructure stormwater projects. The position represents the Section/Bureau/Program/Division in meetings, supports DEP programs, and strengthens NPS coordination. Key responsibilities include developing critical watershed restoration strategies, inspecting NPS projects for compliance, providing technical assistance to governments, universities, and consultants, managing grant agreements (especially public outreach/education campaigns), assisting in contract and scope development, maintaining project data in the Enterprise Grants System, and potentially reviewing invoices and assisting in budget reconciliation. Compliance with Chapter 215.422, F.S. is mandatory. The position may also engage in internal and external public education campaign development and other duties as assigned.

Represent the Department professionally and courteously Plan, organize, and prioritize a complex workload independently Attend to details, meet deadlines, and maintain administrative files and tracking spreadsheets/databases Compile, review, and reconcile financial data for accuracy and compliance Prepare and critique technical documents Participate effectively as a team member and build relationships with diverse professionals Use logic and reasoning to frame issues, reach conclusions, and develop recommendations for management Adapt to changing priorities and modify work activities in response to new information or unexpected obstacles Understand and apply State of Florida Statutes, rules, regulations, and policies
Minimum Qualifications: Valid driver’s license. At least 4 years of verifiable related experience. Post‑secondary degrees may be used as an alternative for the required years of experience on a year‑for‑year basis. A credential evaluation report from an approved agency must be submitted with all foreign degrees.
Applicable Job‑Specific License or Certifications: Must obtain and maintain valid and active Florida Certified Contract Manager certification within 1 year from hire.
Preferred Qualifications: Bachelor’s degree in environmental, engineering, natural/social sciences, or business/finance management. Knowledge of stormwater treatment practices and nonpoint source pollution management. Experience in managing state agreements and contracts and the state procurement process. Active and valid Florida Certified Contract Manager (FCCM) status. Knowledge of environmental issues and laws, especially as they relate to water and ecosystem issues in Florida. Excellent communication and people skills. Excellent organization and time‑management skills.
