The Program Manager will be responsible for administrative oversight and supervision of line staff for this Interim Housing Program for The People Concern. They will provide strong day-to-day administrative and supervisory oversight and ensure successful performance-based outcomes. This position is responsible for maintaining the highest quality services and efficiency of programming, while fostering teamwork and integration among staff working in this program. Selected candidate will work Wednesday-Sunday 4pm-12:30am with the ability to flex the schedule to accommodate the needs of the site.
Essential Duties and Responsibilities Programming
Provide oversight and leadership for the interim housing site, by overseeing daily operations.
Work as part of an interdisciplinary team member to provide comprehensive, integrated care to individuals experiencing homelessness, mental illness, and substance addiction.
Collaborate with other internal programs and outside entities to provide greater support and assistance to clients.
Co-facilitate client case conferencing to create a supportive environment for staff and ensure clients' progress towards permanent supportive housing and psycho-social rehabilitation.
Provide support to Support Specialists with all processes and documentation to meet funder's requirements.
Intervene during crises, in a trauma-informed manner.
Ensure the implementation and quality of the enrichment program provided to clients onsite, during Swing shifts.
Ensure that all tasks assigned to staff are completed professionally and in a timely manner.
Communicate effectively, and in a timely manner, with management, peers, collaborators, and clients.
Always maintain client confidentiality, while following agency, state, and HIPAA laws.
Develop effective, trusting relationships with clients using a client-centered approach that includes motivational interviewing, harm reduction and Trauma Informed care.
May be asked to fill in to cover for staff absences.
Staff
Work with Management to create the staff schedule to ensure adequate staff coverage.
Work with management team to provide on call coverage for emergencies.
Participate in new employee recruiting process for the site.
Communicate staff training completion or training needs to Director.
Provide guidance and support to staff and encourage critical thinking, self-care, collaboration and excellence.
Conduct monthly individual performance evaluation for staff to ensure accountability and professional growth.
Facility and Safety
Ensure a clean and safe facility by doing facility walk-through, submitting work orders and ensuring that the completion of the repairs is done in a timely manner.
Work in collaboration with the Director to conduct periodic safety drills for staff and clients (fire, earthquake etc.).
Ensure accurate and timely completion of trackers, case notes, incident reports, client paper charts and other documentation, including Homeless Management Information System data and documentation.
Ensure timely resolution of client complaints and requests.
Ensure adherence to agency policies, program guidelines and procedures.
Recommend changes to policies, guidelines and procedures to meet the needs of the program.
Develop expert knowledge of funders' requirements and Scope of Services.
Other Duties

Qualifications
High School Diploma or GED or Equivalent
Demonstrated knowledge of issues faced by population served
Strong understanding of Interim Housing's role in clients sustaining Permanent Housing
Strong understanding of life skills programming's role in clients sustaining Permanent Housing
Committed to improving the community through empowerment and dignity
Skilled in non-violent crisis intervention
Ability to be on-call on a rotation basis
Skilled in data collection and electronic databases. Experience with HMIS strongly preferred
Ability to self-motivate and be flexible in a fast-paced environment with minimal supervision
Critical thinking skills necessary
Participate in ongoing self-evaluation
Strong interpersonal and team building skills to promote collaboration
Detail oriented with excellent time management, organizational, written, verbal, interpersonal, presentation, teambuilding and computer skills
Preferred Qualifications
Bachelor's Degree
Minimum one (1) year of supervisory experience strongly preferred
2 Years Case Management experience strongly preferred
Strong computers skills: all Microsoft Office programs
Experience in Interim Housing programs
Work Environment
Combination of field and office environment
Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
On occasion walk or drive to different local sites
Will necessate working in busy and loud environments
Will be exposed to elements like cold, heat, dust, noise and odor
May need to bend, stoop, twist and sit throughout the day
