Job Summary SMS Shipbreaking are seeking a detail-oriented and experienced Environmental, Health & Safety (EHS) Manager to join our dynamic team in our Brownsville, TX location. Under the direction of the Senior EHS Manager, this position will lead and manage all Safety, Environmental Compliance, and Risk Functions within the SMS Shipbreaking facility. This role will be a catalyst to evolve change by implementing initiatives that will enhance the company’s EHS performance.
SMS Shipbreaking is prideful in the fact that we are one of only three licensed & approved dismantlers and recyclers in the United States. The process of ship breaking, and ship recycling is a complex process that requires precision and technical prowess.
Responsibilities
Lead and coordinate the continuous improvement of the region’s environmental, safety, and health performance, including collaborating and providing leadership to establish develop and maintain the company’s programs/policies in line with corporate core values, in which the Safety is the number one value over all other priorities.
Identify and anticipate EHS concerns and hazards by surveying environmental, operational, and occupational conditions; rendering opinions on new equipment and procedures; investigating incidents and violations, recommending preventive programs.
Guide and promote safe work performance by developing safety systems, polices, and procedures, developing safety campaigns, communications, and recognition/awards programs.
Provide support in the development of training content, and development of sites training calendar ensuring regulatory compliance and based upon greatest risk areas. Periodically provide training as needed in support of the EHS Training Matrix.
Ensure compliance with all EHS standards for federal, state and local safety regulations by studying and interpreting standards, enforcing adherence to regulations and advising management on needed actions.
Develop and implement necessary processes and procedures ensuring compliance with SMS EHS policies. Enforce safety policies by conducting inspections, observations, audits, walkthroughs, reporting statistics, counseling managers and employees.
Serve as the primary EHS subject matter expert and coach site leadership in developing and promoting a positive EHS culture.
Coordinate and lead EHS matters and communications, including communications with governmental agencies, and related reporting requirements.
Ensure compliance with all applicable laws and regulations, including Environmental, Safety and Health guidelines and best practices, mitigating risks associated with contractors and vendors through the pre-job checklist, training, and oversight of work being conducted.
Comply with cost savings initiatives, identify, and recognize ways to reduce costs and enhance revenue, including treating any company expenses the same as you would if it was your own money.
Work with site leadership to maintain an appropriate level of necessary PPE conforming to PPE assessments and any specific requirements of the host mill and SMS. Audit, track, order, and maintain primary responsibility for PPE levels through BMP and digital portal Coupa for ordering/receiving.
Document, update, and maintain site(s) EHS incident management platform for all property damage, near miss, unsafe act/condition, observations, corrective actions, and compliance calendar.
Immediately be able to participate in investigating injuries, property damage, and near misses. Assist site leadership in identifying incident root causes and assist in putting in place appropriate corrective actions.
Lead case management efforts to keep minor injuries/illnesses from turning into OSHA recordables unnecessarily, without compromising appropriate care.
Lead in the communication of safety performance metrics and key incident learnings using SMS standardized processes and templates.
Support site leadership in medical emergencies and be able to certify for first aid, CPR, and AED.
Work with site leadership to ensure employees are “Fit for Duty” prior to initiating work activities and upon return to work following an injury or prolonged absence. Assist in coordinating all WC activities for locations of responsibility.
Maintain documentation of the site(s) safety procedures, accidents and related events in Benchmark and paper files.
Function as part of the management team and align with core values, safety policy, and six safety steps to success in meeting company policies and goals, escalating and reporting issues that require further assistance as appropriate.
Plan, participate and actively contribute to internal and external business meetings as necessary and appropriate.
Complete and track progress on environmental annual reporting with third party consultants such as Tier II and annual emissions report, etc. Also maintain compliance of daily, weekly, monthly, and annual environmental requirements such as SPCC and SWPPP.
Able to occasionally travel throughout the US to participate as part of the Corporate Safety Audit Team at other SMS facilities
Bilingual (EN and SP) is mandatory
Skills & Qualifications
Experience in a heavy industrial environment, preferably demolition or scrap yards
Excellent written and verbal communications skills
Ability to manage multiple projects and priorities at the same time while meeting deadlines
Interpersonal skills, with the ability to establish effective professional relationships with employees and project managers
Ability to use Microsoft Office Suite
Occupational Health and Safety Degree preferred, can be substituted with applicable experience
Industrial Hygiene experience in Lead, Asbestos, Noise, etc. Radiation Safety experience is also a plus
Radiation Safety experience also a plus
