Job Summary Procures commodities (supplies, services & equipment) for various units within the Department as needed.
Responsibilities
Procures commodities and services for various units.
Reviews purchase requests to ensure compliance with policies, procedures and regulations; determines appropriate contract reference; researches competitive pricing; resolves problems; prepares encumbrance documents; places orders; monitors receipt, quality of product and invoicing; reviews invoices prior to payment; and submits invoices to AP in a timely manner.
Prepares written documentation (bids, quotes, and award notifications) outlining goods and services, product performance, costs, delivery dates, and other relevant information to meet agency requests.
Obtains information on materials, supplies, equipment, services and capital procurements and leases by contacting vendors and state agencies, and reviewing technical literature and specifications.
Reconciles expenditures and encumbrances with contracts on a periodic basis and resolves discrepancies.
Reports problems to supervisor and proposes solutions.
Keeps up-to-date on buying policies, procedures and commodities by researching information, reviewing technical literature, inspecting samples, contacting vendors, and attending fairs and conferences.
Assists in the preparation of RFQs and bids for commodities not on contract; reviews and evaluates bids against criteria and awards contracts; processes contract renewals.
Performs related work as required, such as monitoring MMARS for glitches in procurements and notifying supervisor of issues, maintaining vendor files and databases, providing assistance to other fiscal affairs staff (e.g., preparing bids, letters of acceptance and rejection, and filing).
