Louisville, KY is advancing the implementation of permanent supportive housing (PSH) as a proven solution to end chronic homelessness and improve public health. The FUSE Executive Fellow will directly support the Mayor’s Office in operationalizing the delivery of PSH through project management, coordination, and implementation of the Home for Good initiative. This work will strengthen the city’s framework for long‑term PSH delivery, financial sustainability, and system integration to ensure 250 PSH units are completed by 2027.

Fellowship Dates: April 27, 2026 – April 23, 2027

Salary: Executive Fellows are FUSE employees and receive an annual base salary of $95,000. Fellows can also access health, dental, and vision insurance benefits. Compensation for this public service is not intended to represent market‑rate compensation for experienced professionals.

ABOUT THE FUSE EXECUTIVE FELLOWSHIP FUSE is a national nonprofit dedicated to increasing the capacity of local governments to work more effectively for communities. We embed private sector executives in city and county agencies to lead projects that improve public services and accelerate systems change. Since 2012, FUSE has led over 400 projects in 58 governments across 26 states, impacting a total population equivalent to 1 in 10 Americans.

When designing each fellowship project, FUSE works closely with government partners and community stakeholders to define a scope of work that will achieve substantive progress toward high‑priority local needs. Projects address today’s most pressing challenges and opportunities, including affordable housing, economic mobility, climate resilience, public safety, infrastructure, technology, and more.

FUSE conducts a full executive search for each individual project to ensure that the selected candidate has at least 15 years of professional experience, the required competencies for the role, and deep connections to the community being served.

Executive Fellows are embedded in government agencies working with senior leaders for at least one year of full‑time work. Prospective responsibilities may include thorough data analytics and research, developing enhanced operations and financial models, building change management and strategic planning processes, and/or building broad coalitions to support project implementation efforts.

Throughout the fellowships, Executive Fellows receive training, coaching, and professional support to help achieve their project goals.

PROJECT CONTEXT Expanding access to permanent supportive housing (PSH) is critical to improving housing stability, public health, and outcomes for people experiencing chronic homelessness. PSH pairs affordable housing with wraparound behavioral health and case management services, enabling residents with complex needs—such as mental illness, substance use disorders, and long‑term system involvement—to remain stably housed.

In Louisville, KY, more than 12,000 residents experienced homelessness in 2024, including over 1,500 individuals who are chronically homeless. The city faces a shortage of 1,245 PSH units, with only 292 currently in development. The Mayor’s Office launched

Home for Good , a citywide initiative to end street homelessness by scaling PSH as an evidence‑based solution. The initiative aims to create 250 new PSH units by 2027 and establish a unified, data‑driven system that aligns housing, behavioral health, and social services.

PROJECT SUMMARY Beginning in Spring 2026, the FUSE Executive Fellow will work with the Mayor’s Office, the Office of Behavioral Health, the Economic Development Cabinet, and community partners to advance

Home for Good

and support the creation of 250 PSH units by 2027.

The Fellow will begin with a listening tour involving key stakeholders, including the Coalition for the Homeless, Metro United Way, the Louisville Metro Housing Authority, the Louisville Affordable Housing Trust Fund, developers, service providers, and philanthropic partners. These conversations will identify barriers to PSH implementation—such as fragmented funding, service coordination gaps, and community misconceptions—and opportunities to strengthen alignment across housing, behavioral health, and social service systems. The Fellow will also engage peer cities to adapt proven PSH practices to Louisville’s context.

Building on the City’s existing housing and homelessness analyses, the Fellow will review prior planning efforts and assess available local, state, and federal funding sources, including HUD Continuum of Care, HOME funds, and local trust funds. Based on this review, the Fellow will define clear project goals and deliverables in collaboration with the Mayor’s Office.

Using these insights, the Fellow will design and support implementation of an operational framework for PSH delivery. This includes standardizing service models, clarifying partner roles, establishing performance metrics, and developing a financial sustainability plan that aligns public, private, and philanthropic investments. The Fellow will also support improved data tracking, reporting, and regular coordination among funders and providers to strengthen accountability and transparency.

In parallel, the Fellow will support targeted communications and education efforts to address misconceptions about PSH, highlight its effectiveness, and reinforce public and stakeholder support for long‑term investment.

The final deliverable will be a comprehensive implementation and sustainability plan outlining operational structures, funding strategies, and performance indicators to guide continued progress beyond the fellowship.
