Job Duties: The Eligibility Specialist II provides services in accordance with federal and state laws and regulations and agency policies and procedures, performing general work duties related to the administration of SNAP (Supplemental Nutrition Assistance Program) including ESAP (Elderly Simplified Application Project) and SCCAP (South Carolina Combined Application Project), and TANF (Temporary Assistance for Needy Families) programs in the Economic Services Division in the county office to help restore or improve customer financial stability. Interview LEP clients using interpreters and get documents translated into the clients target language. Determine non-citizen eligibility for SNAP/TANF benefits. Conduct SNAP and/or TANF quality interviews to include both phone and face-to-face interviews for SNAP and/or TANF applications and/or renewals. Utilize interpreters for limited English proficiency clients. Process SNAP and/or TANF applications and/or renewals by determining eligibility and authorizing benefits if applicable, and process SNAP and/or TANF six month renewals and changes by redetermining eligibility and reauthorizing benefits if applicable. Determine eligibility for non-citizens who are applying for SNAP/TANF. Manage ABAWD (Able-Bodied Adult without Dependents) caseload by sending required notices, updating ABAWD tracking system, and determining SNAP eligibility for assigned ABAWD cases. Interprets social services programs to clients as needed. Keep abreast of state, federal, and agency program regulations and policies. Process system generated alerts (SNAP, TANF, ESAP, and SCCAP) for county of residence as well as any alerts associated with your caseload. Maintains case records and files in agency designated computer system for documentation and auditing purposes as required by agency policy in a confidential, timely and accurate manner. Documents client work participation activities in agency designated system. Enters timely documentation in SCOSA of events/activities that may affect clients continued eligibility for benefits. Prepares reports as requested by the supervisor or otherwise required and follows program policies and procedures. Identifies and documents overpayments and makes at least 3 possible claims referrals to the Benefit Integrity Unit; prepares supporting documents for Fair Hearings. Participates in training and supervisory meetings or staff meetings as required. Performs Red Cross shelter duty or other emergency shelter duty/services as directed. Ensure that personal identifying information (PII) is properly used, accessed, gathered, shared and disposed. To protect the agency networks and applications by safeguarding systems, equipment, and data. A High School Diploma and at least one (1) year of experience in Economic Services programs. A Bachelor's Degree may be substituted for one year of relevant program experience. This application for employment with the
