Position Overview The Los Angeles Community College District is seeking a senior-level Technical Program Manager to lead large-scale, mission-critical technology initiatives within the District’s capital construction program. This role sits at the intersection of IT, Facilities, and Construction, ensuring the successful delivery of fully integrated environments that include network infrastructure, audiovisual systems, and physical security technologies.

The Technical Program Manager will oversee multiple concurrent projects, lead diverse cross‑functional teams, and ensure alignment across scope, schedule, budget, and District IT governance standards. This position plays a key role in setting standards, validating Division 27 and 28 designs, and ensuring commissioning and closeout documentation meets District requirements.

Base pay range $165,000.00/yr - $181,000.00/yr

Key Responsibilities

Manage 15–20 concurrent technology projects, with individual project values up to $100M

Oversee broad technology scopes including data infrastructure, audiovisual systems, access control, and surveillance

Lead design coordination meetings with architects, low‑voltage consultants, and MEP engineers to validate IT and Facilities systems integration

Oversee implementation of physical security systems, including Lenel, Milestone, Axis, and related platforms

Manage audiovisual deployments across classrooms, lecture halls, auditoriums, and athletic fields, ensuring ADA compliance, instructional functionality, and lifecycle support (including Extron systems)

Conduct technical reviews of shop drawings, RFIs, and submittals to ensure accuracy and compliance

Perform project risk assessments and develop mitigation strategies in collaboration with cost estimators and construction managers

Oversee commissioning, training, and project turnover processes, while identifying opportunities for continuous improvement

Maintain detailed project documentation and provide regular progress reports to PMO leadership

Minimum Required Qualifications

10+ years of experience managing large-scale IT and low-voltage construction projects

At least 5 years of experience in higher education or public‑sector environments

Demonstrated experience managing consultants, engineers, and systems integrators under Design‑Bid‑Build, Design‑Build, and Lease‑Leaseback delivery models

Proven ability to manage audiovisual and physical security infrastructure projects from design through commissioning

Strong working knowledge of Division 27 and Division 28 specifications

Experience with budgeting, scoping, and procurement for network, audiovisual, and physical security systems

Proficiency with BIM/Revit, Bluebeam, and construction coordination tools

Experience coordinating with contractors, integrators, and college end‑users during active construction phases

Preferred Qualifications

Registered Communication Distribution Designer (RCDD) certification

Valid Project Management certification

CTS, CCIE, or ASIS certification

Experience with Design‑Build projects within California Community College facilities

Familiarity with public‑sector bidding and contracting processes and programs utilizing public funds

Experience deploying cloud‑based facilities and IT systems

Familiarity with TIA/EIA industry standards

Experience integrating audiovisual, electronic physical security, and high‑speed data networks within construction environments

Experience deploying air‑blown fiber solutions and network infrastructure, including Cisco and Aruba
