Position Summary The
Contracts Program Manager
is responsible for managing the successful execution and delivery of federal government contracts. This individual serves as the primary liaison between the company, the government client, and project employees. The role ensures that performance, staffing, compliance, and reporting obligations are met in accordance with the contract requirements, while maintaining strong client relationships and ensuring employee satisfaction and retention.
This position requires a hands‑on leader who can operate independently, manage multiple projects, and balance operational execution with contract compliance in a small business environment.
Key Responsibilities Contract Execution & Client Management
Serve as the
primary point of contact
for government Contracting Officer (CO), Contracting Officer’s Representative (COR), and other client stakeholders.
Ensure contract deliverables, performance metrics, and reporting requirements are met or exceeded.
Conduct regular status meetings with the client to review performance, staffing, and deliverables.
Manage and document any contract modifications, option years, or extensions in coordination with leadership.
Identify and address performance or compliance issues proactively.
Workforce Management
Oversee all personnel assigned to the contract, including onboarding, scheduling, and performance management.
Coordinate with HR to ensure SCA compliance, wage determinations, and employee classifications are accurate.
Monitor employee performance, attendance, and adherence to contract requirements.
Foster a positive work environment that promotes high morale, professionalism, and retention.
Serve as the first point of contact for employee concerns related to work environment, performance expectations, and client feedback.
Operational Oversight
Develop and maintain project plans, staffing rosters, and deliverable tracking tools.
Ensure all reporting (monthly, quarterly, or as required by contract) is accurate and submitted on time.
Monitor budget and labor costs to ensure compliance with funded levels and internal targets.
Coordinate subcontractor and vendor performance as applicable.
Compliance & Quality
Ensure compliance with contract terms, FAR/DFARS requirements, Service Contract Act (SCA), and company policies.
Maintain accurate and complete documentation of contract activities, communications, and deliverables.
Support quality assurance and internal audits related to contract performance.
Identify and implement process improvements to enhance service delivery and efficiency.
Qualifications
Experience:
5+ years of experience managing federal contracts or task orders in an operational or program management capacity.
Proven success managing federal client relationships and multi-employee projects.
Familiarity with the Service Contract Act, performance-based contracting, and labor category management.
Skills:
Strong leadership, interpersonal, and communication skills.
Ability to balance client satisfaction with company performance goals.
Excellent organizational and problem‑solving skills.
Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and project management tools.
Preferred Attributes
Experience managing healthcare, IT, or professional services contracts.
Background in small business federal contracting (8(a), SDVOSB, WOSB, etc.).
