This role reports directly to the Planner/Estimator. The Planner Estimator will be responsible for planning, writing repair work items/specifications, and estimating labor, materials, and subcontractor work at paragraph and line‑item level for U.S. Navy ship repair work, alterations and modifications under the Specification Development and Availability Execution Support (SADES) Contract. The position is located in Marysville, Washington.

Base Pay Range $30.00/hr - $37.00/hr

Job Description

Assess a ship’s material condition by reviewing ship check data, conducting ship checks if required, researching ship documents, analysis of conditions and tests, and determining scope of work required by reviewing and validating Work Notifications (2-Kilos).

Interpret and use all technical and material information available in Navy, shipbuilder and manufacturer drawings, technical manuals, documents, equipment manufacturer data or other pertinent commercial data to identify repair requirements, modification requirements, price identification, and list of materials needing to be ordered.

Develop work items/specifications per company and JFMM (Joint Force Maintenance Manual) 4‑E requirements using NAVSEA instructions and pertinent NAVSEA, Class, and Local Standard Items.

Use all ship’s force, AIT, and shipyard work, including service and repair routines, modernization, and preventative maintenance actions, and present as work requirement statements at the SWLIN and line‑item level to develop and issue availability specific, integrated specification work packages.

Maintain and manage cost estimating guide and provide detailed cost estimates to the paragraph and trade level for developed work specifications and new work written by planners.

Provide estimate support and documentation using estimate worksheets, material and subcontractor quotations, and other reference materials, maintained in a neat and orderly manner by work specification for easy reference and review.

Complete estimates in accordance with advance planning milestones for orderly reviews, briefings, and preparation of bid submission documents.

Prepare fixed‑price bid estimates using man‑hour labor by skill/trade area and quotes.

Assist Program and Project Managers with planning and estimating surface alterations, repair, or fleet modernization projects.

Work with the Navy Maintenance Database (NMD) and use the available application program to develop work items/specifications and labor, material and cost estimates in accordance with company and NAVSEA instructions and directives.

Qualifications

Demonstrates sound judgment, works well independently, prioritizes duties, and follows tasks through to completion in a timely manner.

Effectively completes priorities and deadlines and responds well to last‑minute, high‑priority, time‑sensitive projects.

High School Diploma and a minimum of 10 years of production planning experience, including logistics, purchasing, material management, and production processes.

Experience as a trade journeyman or equivalent in a naval repair facility or commercial shipyard specializing in U.S. Navy ship repairs and alterations (preferably at least 2 years).

Knowledge of ship hull and structural systems with a thorough understanding of ship repair and modernization, including NAVSEA Standard Items, GSO, NSTM, and blueprints.

Desired Qualifications

Experience developing production planning documents and estimates for U.S. Navy depot‑level surface ship maintenance and modernization facilities.

Experience as a planner or estimator at SUPSHIP, RMCs, Navy central planning activities, or shipbuilding specialists in public or private shipyards.

Proficiency in Microsoft Office and NMD, well‑organized, detail‑oriented, and self‑starter.

Security Requirements

Eligible to obtain and maintain a DoD Confidential security clearance and a Common Access Card (CAC).

Travel Requirements

Occasional travel – less than 10%.

Must be able to obtain and maintain identification credentials such as REAL ID for any required domestic flight or access to secure federal facilities/military bases.

Physical Requirements

10% of work performed on a ship conducting ship checks.

Must tolerate extreme cold/heat, noise, vibration, hazards, and atmospheric conditions.

Frequently works in close quarters and in narrow aisles or passageways.

Remains stationary 90% of the time, often standing or sitting for prolonged periods.

Moves between work sites as needed.

Communicates with others to exchange information.

Repeats motions involving wrists, hands, and fingers.

Light work, including moving objects up to 20 pounds.
