POSITION DESCRIPTION
Q CELLS Home Energy Solutions is seeking a Manager of Permitting to lead and scale permitting operations within the Home Energy Systems division. This role is responsible for overseeing all permitting milestones and related activities, including utility applications and HOA approvals, while ensuring efficient, compliant, and timely project execution. Key responsibilities include submitting design packages to local building authorities to secure permits, managing and evaluating the performance of permitting vendors, leading regular business reviews, and negotiating vendor pricing and contracts. The Manager of Permitting will also drive process improvements across the permitting lifecycle to achieve best-in-class turnaround times and will build, develop, and lead a high-performing team of permit specialists. This is a critical leadership position focused on building and scaling solar support operations to support the company’s continued growth. The ideal candidate is an experienced professional with strong analytical and problem-solving skills, exceptional attention to detail, and the ability to communicate effectively across internal teams and external partners. This position is based in either Q CELLS North America headquarters in Irvine, CA or our San Francisco office. RESPONSIBILITIES
Conduct permitting and AHJ research, ensuring the AHJ database remains accurate and up to date with current requirements Serve as a subject matter expert on Qcells residential products, including the Q.Home battery system and Q.volt inverter Monitor delayed permit approvals, proactively identifying issues and driving resolution Review and refine operational procedures to ensure alignment with industry best practices Analyze team performance metrics and implement improvements to reduce permitting cycle times Maintain accurate and timely updates across the CRM, fulfillment portal, third-party financier platforms, and other business systems Develop and manage a system to track and evaluate permitting vendor performance Lead monthly and quarterly business reviews with permitting vendors, focusing on quality, turnaround time, and cost Negotiate vendor pricing, contracts, and service terms to support scalability and cost efficiency Identify, source, and vet new permitting vendors as business needs evolve Build and scale an internal permitting team responsible for residential PV and energy storage permit submissions Hire, onboard, train, and develop a team of high-performing permitting specialists REQUIRED QUALIFICATIONS
Bachelor’s degree in Business, Communications, Marketing, or a related field, with 6–8 years of professional experience, including 3–5 years supporting solar system design, engineering, or permitting operations Demonstrated success supporting or partnering with solar sales and operations teams, with a solid understanding of how permitting impacts customer experience and revenue timelines Strong organizational, analytical, and problem-solving skills, with the ability to manage multiple priorities in a fast-paced environment Proven people-management experience, including hiring, onboarding, coaching, and performance management of operational teams Detail-oriented, data-driven manager capable of tracking metrics, identifying bottlenecks, and implementing process improvements Strong written and verbal communication skills, with the ability to clearly explain processes, timelines, and issues to internal teams and external partners Comfortable working in a high-growth, operationally evolving environment, with a practical, solutions-oriented mindset Process-focused leader who executes consistently while contributing to scalable, long-term improvements PREFERRED QUALIFICATIONS
