Responsibilities

Maintain a general caseload of child support legal actions and manage the establishment, enforcement and collection of child‑support payment obligations.

Coordinate appointments and conduct personal interviews with custodial and non‑custodial parents, employers, attorneys and other parties.

Develop and analyze information for establishing paternity and collect DNA samples when necessary.

Locate and evaluate parental assets, income, and liabilities using various methods, systems and procedures.

Calculate and recommend child‑support payment obligations based on state guidelines.

Prepare and process legal documents, update the state‑wide automated case system, and provide case status information to all parties.

Respond to inquiries and explain child‑support laws, court orders, rules and policies to the public and staff.

Participate in interviews and negotiations to secure support agreements and pursue enforcement actions when needed.

Perform related duties as assigned.

Knowledge

Civil, criminal, federal and California laws and regulations related to child‑support establishment and enforcement.

Methods for locating non‑custodial parents, relatives and related persons, as well as assets, income and liabilities.

Techniques for determining paternity.

Child‑support specific collection methods and techniques.

Legal terminology used when explaining procedures to customers or the public.

Ability to prepare and process a variety of legal documents clearly and concisely.

English language structure and content.

Basic mathematics and business arithmetic, including fractions, percentages and decimals.

Skills / Abilities

Apply federal child‑support laws to intergovernmental and international cases.

Explain procedures, regulations and requirements to a diverse range of individuals.

Use effective interviewing techniques in person and over the phone.

Demonstrate patience, tact and courtesy when dealing with difficult or hostile parties.

Collect DNA samples for paternity establishment.

Analyze factual information, situations and people using independent judgment.

Interpret financial records such as tax returns and employment earnings.

Compile information into organized written reports or oral presentations.

Organize work, set priorities and meet deadlines with minimal direction.

Exercise initiative within assigned duty limits.

Maintain confidentiality of sensitive information.

Build rapport and maintain effective working relationships with coworkers, courts, attorneys, agencies and the public.

Adapt to change and prioritize multiple assignments with conflicting deadlines.

Use computers and other resources to prepare and manage cases.

Minimum Qualifications Child Support Specialist I

Two (2) years of full‑time clerical experience that involved public interaction.

OR one (1) year of full‑time experience in debt collection duties that involved interviewing for information.

OR one (1) year of full‑time experience as a Child Support Assistant I or Office Assistant II in a Child‑Support Services Department.

OR completion of 60 semester (or 90 quarter) units of college.

Qualifying experience or education may be combined to meet the requirement (15 semester units or 22 quarter units equals six months of experience). Experience and education will be evaluated by a panel.

Child Support Specialist II

One (1) year of full‑time experience performing duties as a Child Support Specialist I in a state or local government agency.

Special Requirements Some positions may require possession of special language proficiency as a bona fide qualification standard. Candidates must demonstrate the required skills.

Driver License Some positions require a valid California driver’s license. Employees who drive for County business must possess a valid license for the vehicle class driven and meet insurability requirements. Eligibility for those who cannot meet this requirement due to disability will be reviewed case‑by‑case.
