The Site Civil Superintendent will be based and work at the construction site for the duration of the project construction and commissioning, up to the start of the plant commercial operation. This project site is in Coke County, near the town of Tennyson, Texas. The project construction is expected to be completed in the third quarter, 2026.

Job Description Provides input and technical expertise for civil works associated with power generating construction projects. Additional responsibilities include general contractor support of civil engineering review, procurement (if necessary), construction, and start‑up of a wind power generation plant. Responsible for installation guidance, QA/QC enforcement, scheduling support and owner correspondence. Responsible for reviewing and sign‑off on the civil quality control package for each wind turbine installation, including review, approval and sign‑off of all pre‑pour checklists, as‑built drawings and project system package. On‑site supervision of contractors to ensure a safe, productive job is attained and costs are controlled in the construction field operations.

Essential Job Functions Review and provide direction regarding all civil engineering and design. Provide input to ensure engineering meets the requirements of the project.

Responsible for safe working conditions and procedures including verification of qualified and trained personnel.

Review bid package for accuracy, completeness, and civil work scope for civil contractors.

Communicate with the site manager for immediate review of civil information and any changes to the job.

Coordinate with the Akuo Tennyson Solar Construction Team, civil works with other job planning and functions such as PV pile and PV panel installation.

Supervises contractors on‑site to ensure adherence to all company policies, provincial and federal regulations.

Coordinates contractors to maximize production and minimize costs.

Acts as a civil consultant to supervise and advise in the area of foundation, cable trench, substation buildings, roads, and any civil work involved with high voltage power plant projects.

Conducts meetings as appropriate with civil engineers, civil contractors and utility personnel. Has a clear understanding of production goals and cost and identifies job cost reduction opportunities, to improve future projects performance.

Responsible for monitoring and verifying civil contractors’ installation activities and progress.

Works directly with the Site Construction Manager and supports the production of clear and complete daily construction reports.

Works directly with the BOP (Balance of Plant) and Equipment Providers to ensure a safe work environment by complying with the company’s safety policies as well as federal and state safety regulations. Ensures all contractors’ equipment, materials and small tools are in safe operating condition. Must collaborate with the civil contractors and engineers to strive for “Zero” accidents. Need to understand conditions of working around high voltage lines.

Assures that there are written procedures and a new formal plan if changes are needed.

Communicates on a continuous basis with Site Construction Manager and provides updates on the project and specifically relating to civil work.

Assists Site Manager in communicating and negotiating with the owner regarding major project decisions.

Assists in the development and maintenance of project schedule as needed. Effectively schedules the work with civil contractors, utility groups and owners in accordance with the project baseline schedule. Variations need to be shared with Site Manager and Construction & Contract Manager and owner representative. Assists site team with short interval plan (two weeks look‑ahead) and Plan of the Day.

Compares and continuously monitors actual costs to the job estimate and informs site manager of cost over‑runs.

Assists the SM in expediting change orders and changes to project electrical budget. Will review equipment with engineer and owner to utilize the most cost‑effective equipment that is approved for the construction site.

Responsible for the safety and skill evaluation of contractors.

Arranges for engineering support and consultation needed as well as provides peer review of critical electrical issues.

Qualifications

Must have a valid driver license and an acceptable motor vehicle driving record (MVR).

Substantial construction field experience, as well as the ability to perform administrative tasks.

Proficient in Microsoft Office (Word, Excel and Outlook).

Excellent understanding of safety construction & commissioning.

Ability to supervise contractors.

Good communication skills to deal with owners, contractors and employees.

Possess a solid understanding of tracking job progress.

Education Requirements Four‑year Civil Engineering degree and ten (10) years of relevant experience. Successful review of civil work practices required.
