Senior Accountant

General Description Under general supervision of the Director of Accounting and Reporting for the Bureau for Social Services (Bureau), this position is responsible for researching, compiling, analyzing, and reviewing financial data from a variety of sources. Largely responsible for monthly submission of reports to the financial position of the Bureau. Assists in the preparation and submission of annual budgets; assists the Grants and Contracts Division in review of sub‑grants; assists the Payments and Vendor Maintenance Unit with miscellaneous financial and budget issues. Serves as a liaison for the division with PATH and OASIS programs. Works with program staff to analyze expenditures and revenues to fund agency programs. Works with Office of Shared Administration (OSA) Grants Management to provide information relating to federal reporting requirements. Works with OSA Budget Office to maintain the integrity of the Bureau budget within OASIS. Works with OSA Accounting Office to record financial entries and management reports. Acts as a liaison between the various program staff and OSA Finance to respond to requests and findings related to the agency statewide single audit. Works with program staff and OSA Finance in preparation of legislative fiscal notes. Position requires excellent communication skills, both orally and in writing. Position requires excellent knowledge and experience with Google platform products. Additional duties may be assigned by the Director of Accounting and Reporting and the Bureau CFO, as required.
Preference may be given to candidates that have experience with financial queries in the OASIS financial modules and creating reports using the OASIS Business Intelligence modules.
Minimum Qualifications
Education:
Bachelor’s degree in Business Administration, Accounting, or Finance from an accredited college or university.
Experience:
Two (2) years of full‑time or equivalent part‑time experience in professional accounting or auditing work.
Experience Substitution:
Certification or registration as a Public Accountant in West Virginia may be substituted for the two (2) years of the required experience.
Internal Applicants Only:
One (1) year of full‑time or equivalent part‑time experience as an Accountant may substitute for the required experience.
Substitution Information:
Additional education and experience may be substituted based on a year‑for‑year basis or as determined by the Office of Shared Administration Equivalency Chart.
