Duties

Coordinate and provide support to State and Field Offices for voice and data equipment installation and maintenance.

Work closely with other telecommunications personnel in the design, installation, and repair of radio equipment.

Interface dispatch consoles, base, repeater, and mobile radios and tone remotes.

Develop and conduct in‑house training sessions for users in the proper use and capability of the equipment.

Review radio frequency authorizations in accordance with Department and Bureau requirements, prepare requests for new authorizations as needed, and coordinate updates with assigned offices.

Scale radio tower heights up to 100 feet in the air to provide installation and maintenance of antennas and coax/heliax/waveguide runs to radio system equipment.

As a condition of employment for accepting this position, you may be required to serve a 1‑year probationary or 2‑year trial period during which your fitness and whether your continued employment advances the public interest will be evaluated.

Incumbent must be able to obtain certification to climb towers as outlined in BLM Manual 1292 and BLM Handbook 1291‑1.

Incumbent must have the ability to work outdoors in inclement weather and in mountains at high altitudes up to 8,000 feet in elevation.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis.

The selectee may be allowed to telework with supervisor approval.

Qualifications In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

GS‑09 Minimum Qualifications

Specialized Experience:

Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS‑07 grade level in the Federal service (obtained either in the private or public sectors) performing the following: providing administration, delivery, and support of information technology (IT) networks and radio communications;

troubleshooting occurrences that disrupt the flow of communications;

operating satellite and fiber optic computer stations;

preparing a variety of telecommunications reports for submission.

Education:

Master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or in a field with a major study in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other related fields.

An equivalent combination of specialized experience and appropriate graduate education. Graduate‑level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

GS‑11 Minimum Qualifications

Specialized Experience:

Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS‑09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: developing and performing detailed routine telecommunications plans, maintenance, and equipment troubleshooting;

installing and performing corrective/preventive maintenance of land mobile radio systems;

resolving complex telecommunications and data collections problems;

developing and conducting in‑house training sessions that focus on equipping users with the fundamental skills and knowledge necessary for proper operation of telecommunications equipment.

Education:

Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher‑level graduate education leading to such a degree, or LL.M., if related. Education must be in the major study of electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields directly related to the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands The work is mostly sedentary, although there is a continuing requirement for field work for the maintenance and/or installation of communications equipment. Considerable and strenuous physical exertion is required to work in high elevations up to 12,000 feet on antenna‑supporting structures up to 150 feet above the ground, and in inclement weather conditions. Other demands such as the frequent climbing, considerable walking, climbing, bending, pulling and heavy lifting of equipment weighing over 50 pounds is required for the installation, loading, and transporting of communications equipment in the field. May be required to climb towers.

Work Environment The tower climbing work is performed under variable and unpredictable working conditions in many locations, sometimes in inclement weather and at high altitudes. The incumbent will also be exposed to radio frequency hazards, high voltages, noise, and slippery and uneven surfaces. It also includes working in voice and data equipment rooms and computer rooms. Travel to field/remote communications sites in the desert, mountains, mud, and snow using 4x4 vehicles, snowmobiles, 4‑wheel all‑terrain vehicles or aircraft is required. The incumbent will comply in utilizing all appropriate safety and personal protective equipment, policies, and procedures.
