SUMMARY
Under general direction of the Finance Director, City Manager or other assigned senior Finance staff performs a variety of complex accounting tasks and functions. This is the fully professional position within the Accounting series requiring a degree in accounting. While it provides technical advice to others in the department who are less experienced, it is not a supervisory position.
ESSENTIAL DUTIES AND RESPONSIBILITIES Include the following. This list is meant to be representative, not exhaustive. Prepares, calculates, and processes the City-wide payroll; prepares PERS retirement contributions of all vested qualified employees on a biweekly basis.
Prepares and posts all payroll journal entries; drafts and distributes allocations and posts journal entries according to Bargaining Unit MOUs or approved employment agreements.
Remits and files payroll taxes and all other city-wide tax reporting requirements.
May provide backup support for Accounts Payable and Cash Receipts when necessary.
Monitors and updates the daily cash position of the City; checks deposits and ACH credits; conducts wire transfers and other disbursements.
Maintains general and subsidiary ledgers, journals, budgetary and cost accounting records in accordance with generally accepted accounting practices.
Maintain budgetary controls.
Maintains records for insurance enrollments, retirement funds, pay rates, hours worked and other related functions.
Reconciles health insurance invoices and prepares them for processing.
Posts, maintains, and analyzes records for various accounts and funds.
May assist with preparation of records and documents for state, local, and federal reporting processes and requirements.
Audits invoices, purchase orders, payrolls, and warrants; reconciles subsidiary and control accounts, bank ledgers, and fiscal statements.
Examines and verifies financial documents with books of entry.
Prepares various financial reports.
Classifies and codes accounting source data, makes adjustments, and closes entries.
Provides information regarding status of financial statements and accounts.
Performs related duties as assigned.
MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skills and abilities required to satisfactorily perform the essential duties and responsibilities.
EDUCATION and/or EXPERIENCE A combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be: Bachelor’s Degree in Accounting, Finance, or related field AND three (3) years of related Finance experience.
