Avsar Construction is seeking a motivated
Junior M&O Project / Program Manager
to support Planning & Development initiatives across multiple projects. This role assists senior project leadership in coordinating pre‑construction, project development, bidding, construction, and close‑out activities while ensuring projects remain aligned with approved scope, schedule, and budget.
Key Responsibilities
Assist with coordination and oversight of all project phases, including pre‑construction, project development, bid/award, construction, and close‑out.
Work closely with senior project managers to verify existing site conditions and support development of project scopes.
Prepare concept drawings to help visualize project scope and design intent.
Review design team feedback and proposed scopes of work and provide recommendations to project leadership.
Prepare status and progress reports for management.
Coordinate with public agencies, utility providers, and regulatory authorities to support project approvals and compliance requirements.
Assist in monitoring project budgets and ensure financial tracking reflects current project status.
Support reviews of overall project progress to confirm adherence to approved scope and definitions.
Assist with contract preparation, bid documentation, and contract planning activities.
Support the development and improvement of project and program policies, guidelines, and procedures.
Recommend strategies and process improvements to support program objectives.
Collaborate with technical staff to estimate building costs and evaluate scope changes.
Maintain facility inventory maps using AutoCAD.
Perform other related duties as assigned.
Required Experience
Minimum 5 years
of full‑time professional experience in
Project or Construction Management , preferably on educational, institutional, or public‑sector projects.
Experience across all phases of construction, including pre‑construction planning, construction monitoring, and project close‑out.
Working knowledge of construction safety protocols, OSHA requirements, and environmental procedures.
Required Education
Bachelor’s degree from an accredited college or university, preferably in Architecture, Engineering, or Construction Management, OR
Possession of a Certified Construction Manager (CCM) credential may substitute for the degree requirement.
Equivalent professional experience may be substituted for education on a year‑for‑year basis with demonstrated proficiency in required duties.
Preferred Experience & Skills
Proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint).
Experience with AutoCAD, Bluebeam, Adobe, and Revit / Revit Enscape.
Familiarity with ArcGIS is a plus.
Strong report writing and documentation skills.
Ability to work collaboratively with multidisciplinary teams and external agencies.
