We are a Federal Government Contractor industry leader searching for a Program Manager to join our team in Indian Head, MD. This position provides support in organizational development, management and planning, public affairs, records management, and analytical and program management functions in support of the Command Operations at the Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division and other Indian Head tenants such as Naval Ordnance Safety and Security Activity (NOSSA).
Position Responsibilities
Obtain, analyze, and evaluate complex textual and/or quantitative information in order to make comparisons among alternatives or to make recommendations for corrections or improvements in processes, operations, or policies.
Organize, direct, coordinate planning and production of all contract activities.
Interface with client management including the Contracting Officer and the Contracting Officer’s Representative.
Recruit personnel necessary to perform assigned tasks.
Establish and alter program organization to provide effective contract support.
Assign, schedule, and provide quality assurance of project team deliverables.
Ensure conformance to task specifications and contract provisions.
Provide on‑site support for program and project management and planning, including monitoring, analyzing, and tracking the specifics of Command program and project progress, identifying problems and challenges and recommending and supporting the implementation of solutions to ensure project completion.
Prepare and submit Monthly Status Reports (MSRs).
Provide management support to include supporting the development and completion of reports, Command presentations, and other deliverables, and supporting the execution of day‑to‑day management procedures and priorities.
Work closely with NSWC IHEODTD staff to analyze business operations and workload trends, identify strategic planning recommendations and priorities, and document planning progress and goals regarding Command programs, workload, and strategic planning.
Position Requirements
U.S. Citizenship.
Active Secret Clearance.
Master’s degree in management, business, or accounting discipline from an accredited college or university.
Ten (10) years professional experience.
Knowledge of Department of Defense (DoD) policies and directives.
At least six (6) years of relevant experience in the management and control of budgets, personnel, and material resources for contracts of this type and complexity.
Experience with automated systems including database maintenance and ad hoc reporting.
Ability to analyze and prepare documentation and to identify and resolve complex problems.
