Summary The Patient Aligned Care Teams (PACT) Clinical Supervisory Pharmacist fulfills the duties and responsibilities of supervisor of personnel assigned to the PACT Clinical Programs Section of Pharmacy Service. As a supervisor, this position is responsible for the control of the policies, procedures, operations and ongoing development of this section.

Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree

(NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program; Today the sole degree is Doctor of Pharmacy.)

Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification – which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet Based Test (TOEFL iBT)

Full – current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e. Puerto Rico) – or the District of Columbia

The pharmacist must maintain current registration if this is a requirement for maintaining full – current – and unrestricted licensure

A pharmacist who has – or has ever had – any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005 – Part II – Chapter 3 – section B – paragraph 16.

Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) – and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: Pharmacy Supervisor – GS-13 Experience; In addition to the GS-12 requirements – must have 1 year of experience equivalent to the next lower grade level.

Demonstrated Knowledge – Skills – and Abilities include: Responsible for the professional and administrative management of an assigned area in pharmacy service – to include budgetary execution; supervising multiple pharmacists and technicians; managing people and maintaining effective interdepartmental relations; cooperating with other services to accomplish mission and goals; developing performance standards and ensuring compliance with regulatory and accrediting bodies; designing and implementing orientation and training programs; developing policies and procedures relative to their assigned area.

Pharmacists assigned to this position must demonstrate the following KSAs: Ability to effectively supervise subordinate staff; Ability to communicate orally and in writing to persuade and influence clinical and management decisions; Expert understanding of regulatory and quality standards pertaining to pharmacy; Skill in managing people or programs.

Preferred Experience: At least one year of PACT Clinical Supervisory experience – BCPS – DEA licensed.

The full performance level of this vacancy is GS-13.

Physical Requirements: Incumbent must be physically and mentally able to perform the duties of the position efficiently.

Duties

Responsibilities of the PACT Clinical Supervisory Pharmacist include supervision of Patient Aligned Care Teams (PACT) clinical pharmacy practitioners, Home Based Primary Care (HBPC) clinical pharmacy practitioners, and clinical pharmacy technicians.

The incumbent collaborates with pharmacy leadership on matters related to medication usage, medication shortages/conversions, patient safety, and other issues related to pharmaceutical care.

Responsible for planning and coordinating educational programs related to pharmacotherapy for pharmacy and medical staff and for coordinating assignment and supervision of pharmacy clerkship rotations for Doctor of Pharmacy students and pharmacy residents precepted by pharmacists in the section.

Plan, direct, and control pharmacy services and provide direct supervision to pharmacists, technicians, students, and residents assigned to PACT & HBPC Clinical Programs Section of Pharmacy Service.

Interview employee candidates, assist in making selections, assign personnel, and serve as a mentor to help employees develop their full potential.

Plan, direct, and control the comprehensive pharmacy services provided by the Clinical Pharmacy Practitioner and technicians assigned to Community Based Pharmacy Services.

Manage day‑to‑day operation and provide direct supervision of the pharmacy staff assigned to PACT Clinical Programs; assist the Chief and other pharmacy supervisors in establishing and accomplishing the pharmacy’s mission and goals.

Conduct performance reviews and competency assessments in accordance with Human Resources requirements and specified deadlines.

Chair, prepare agenda and minutes when assigned for the PACT Clinical Programs Section of Pharmacy Service meetings.

Collect, analyze, and act upon workload output, productivity and quality assurance data; use this information in strategic planning, performance appraisals, performance awards, or disciplinary action as appropriate.

Establish section goals and objectives consistent with department goals and develop operational plans and policies to achieve them.

Review activities within assigned areas for compliance to standards of practice – federal and VA regulations; report deficiencies to Chief and Associate of Pharmacy and take corrective actions.

Collaborate with members of other services to negotiate, decide on, and/or coordinate work‑related changes affecting other services; advise Chief – Pharmacy Services and other Pharmacy Service Leadership of any impacts on such programs.

Ensure that qualified pharmacists are available to provide the critical functions of the section; take corrective actions on deficiencies and report them to the Associate Chief of Clinical Pharmacy Services.

Attend and participate in pharmacy or medical center committee meetings as delegated by or in the absence of the Associate Chief of Clinical Pharmacy Services/Chief of Pharmacy.

Plan current and future workforce requirements and keep succession plans up to date.

Maintain current competency plans for all positions supervised – identifying the core skills needed to successfully perform in the position.

Serve as a preceptor for the ASHP accredited residency programs and pharmacy students; make changes in drug therapy as needed and within scope of practice; refer patients to another appropriate clinic and/or provider as needed; perform PADR coverage for assigned PACT clinical pharmacy practitioner during scheduled and unscheduled leave or absences; perform, when necessary, all duties assigned to a PACT clinical pharmacy specialist; serve as Float PACT clinical pharmacy practitioner and provide clinical gap coverage for department emergencies.

Ability to establish and maintain effective oral and written communication both within the Pharmacy and with external people and organizations; demonstrate ability to provide effective leadership toward accomplishment of the goals and objectives of the department as well as the organization.

Perform other duties as needed and assigned in other areas as deemed necessary by the Chief of Pharmacy to maintain consistency of overall Pharmacy services.
