Community Relations Manager

Performs difficult professional work providing staff assistance in planning human services programs in the Health Department, and related work as apparent or assigned. Work is performed under the general direction of the Deputy Health Director.

Divisional Leadership
Serves as a member of the Health Department’s senior leadership team.
Maintains public trust and is a steward of public funds, ensuring ethical, compliant, and transparent use of resources.
Sets expectations and holds team accountable for performance, outcomes and professional conduct.
Supervises six staff members in the Health Education, Opioid Settlement, and Preparedness disciplines.
Provides firm, consistent strategic and operational leadership for the Community Relations division including workforce development, performance management, quality improvement and the establishment of professional and ethical standards aligned with departmental priorities and county values.
Serves as the public-facing liaison and communications arm of the Health Department. This division delivers health education and promotion programming, but its marketing, communications, and public information functions are performed on behalf of the entire department and are not limited to divisional initiatives.
Facilitates a safe work environment where employees are treated with respect, dignity, and compassion.
Manages performance and completes annual performance evaluations for direct reports.
Performs assigned functions as a Disaster Ready Team (DRT) member.
Performs related tasks as required.
Marketing Agency Services
Directs, executes and oversees department-wide marketing and communications strategies on behalf of the entire Health Department.
Assesses agency-wide marketing and communications needs using county demographic data, community trends, and agency focus areas; develops, implements, and evaluates integrated strategies, including paid and unpaid advertising, to increase awareness, understanding, and utilization of all Health Department services.
Provides strategic marketing leadership, guidance, and technical assistance to division leadership and coordinates with the county communications team to ensure messaging, branding, and materials are clear, consistent, and aligned with departmental and county priorities.
Represent the Health Department externally in community forums, outreach events and partner engagements to promote the full scope of departmental services while ensuring program-specific messaging remain accurate, appropriate, and aligned with departmental priorities.
Public Information
Exercises sound professional judgment and editorial oversight in the development, approval and dissemination of public information (print/online/social media, etc.) representing all Health Department divisions and programs.
Oversees and maintains the agency website and official social media platforms to ensure timely, accurate, accessible, and department-wide content.
Serves as the department’s Public Information Officer (PIO), including drafting press releases, coordinating media responses, facilitating interviews, and ensuring consistent messaging across programs. Responsible for translating complex public health, regulatory, and clinical information into clear, audience-appropriate messaging; coordinating routine, high-visibility, and emergency communications; managing media relations and interviews; and ensuring consistent, centrally aligned messaging across all programs in accordance with county and public health emergency protocols.
Policy/Programming
Sets strategic direction for Health Education programing based on agency/County priorities, county demographic data, and formal community assessments and planning processes, including Community Health Needs Assessment (CHNA), Community Health Improvement Plan(s) (CHIPs), and the State of the County Health (SOTCH) Report ensuring alignment with evidence-based practice and identified community needs, strategic plan goals/objectives, etc.
Contribute to the agency’s accreditation process by completing and submitting evident to support accreditation standards.
Participates in the agency’s strategic planning process and assist with implementation of agency and county strategic plan objectives.
Coordinates public health preparedness planning activities alongside the Public Health Program Planner and Coordinator (e.g. respiratory protection/fit testing, planning for the public health emergencies)
Assist the Opioid Program Coordinator with the management of the Opioid Settlement Fund program (e.g. financial monitoring, compliance, strategic planning)

Bachelor's degree with coursework in public administration or human services with coursework in human services planning, or related field and considerable experience in human service program planning or administration, or equivalent combination of education and experience.
Master's degree is preferred.
