Job Purpose Under limited supervision of the Assistant Facility Administrator, the Captain plans, directs, and coordinates the actions of all security staff in the assigned facility, while maintaining compliance with agency policy and procedures along with Federal and State Law. The Captain provides direction and guidance to shift supervisors to ensure the safety and orderly operation of the facility and manages Lieutenants, Sergeants, and JCOs to provide youth with a safe environment that fosters healthy decision‑making and rehabilitation.

Job Responsibilities

Engage with youth throughout the day to ensure safety, security, rehabilitation, and well‑being.

Maintain frequent and helpful communication with youth.

Respond appropriately to emergency situations.

Conduct routine and unannounced security inspections per agency policy.

Conduct routine and unannounced frisk searches of youth after movement.

Ensure each youth has basic needs met.

Remain knowledgeable of the security status of all youth assigned.

Develop, direct, and implement an inspection program to detect and correct deficiencies in safety, sanitation, and maintenance.

Ensure all officers assigned to shifts receive proper training in all operations.

Make unscheduled and unannounced inspections to assess staff performance.

Control all security keys and equipment (radios, handcuffs, leg irons, vehicles, keys, etc.).

Handle situations of concern, making notifications, giving directions, mediating conflict, and ensuring safety.

Assist in creating facility schedules and ensure adherence by staff and youth.

Ensure proper staffing to youth ratios facility‑wide.

Evaluate staff performance, counsel on standards, and initiate corrective or disciplinary actions.

Ensure all staff are current on required trainings and certifications.

Collaborate with leadership on other shifts for staff training coverage.

Direct responses to youth grievances and, when necessary, refer to appropriate staff.

Mediates disputes between youth and JCOs.

Prepare EPMS plans and reviews for supervised staff.

Attend team meetings to discuss youth issues, treatment, and security; participate in employee recognition committees.

Inform assigned officers about youth requiring special supervision or posing a threat.

Supervise formal/informal headcounts, unscheduled/scheduled shakedowns, random security briefings, and PREA standards.

Administer disciplinary actions for violations of laws, rules, and policies.

Prepare recurring and special operational and administrative reports.

Serve on institutional committees and the treatment staffing team.

Participate and conduct interviews of applicants for new security staff or promotions.

Serve as member of the on‑call management team and respond to facility needs.

Perform other duties as assigned by a supervisor to support the agency’s mission and values.

Minimum Requirements

High school diploma and relevant supervisory experience.

Bachelor's degree in human services or criminal justice may substitute for supervisory experience.

Substantial knowledge of state law, secured facility rules, and SC Child Abuse Statutes.

Substantial knowledge of DJJ facility operations.

Substantial knowledge of youth instruction/handling/supervision methods.

Good judgment and initiative.

Ability to build healthy relationships with youth and effectively communicate to manage challenging behaviors.

Experience in completing required reports, including daily ERS Reports.

Valid state driver's license and ability to operate a state vehicle.

Preferred Qualifications

21 years of age with a valid driver's license and high school diploma or equivalent.

5 years of correctional, security, military, or police experience, including at least 1 year of supervisory experience.

Completion and maintenance of all required DJJ training courses; CLEE certification within 6 months of employment.

80% competency/proficiency exam score with supervisor and teaching skills.

Bachelor's degree in human services or criminal justice with experience supervising, mentoring, and interacting with at‑risk youth.
