Job Summary Performs advanced substance abuse counseling work. Plans and coordinates substance abuse counseling programs and activities. Works under minimal supervision with extensive latitude for initiative and independent judgment.

Essential Functions

Assists in substance use treatment programs and coordinates with other departments, divisions, agencies, and community organizations for the delivery of treatment services to inmates with histories of substance use, substance use disorders, abuse, or addiction.

Provides advanced specialized substance use and substance use disorder assessments in compliance with Substance Use Treatment Program standards, guidelines, policies, and procedures.

Maintains inmate records and other records regarding services provided, including statistical feedback on evaluations; compiles data and submits reports and related documentation.

Assists in instructing others in program methods, procedures, and functions.

Performs a variety of marginal duties not listed to be determined and assigned as needed.

Minimum Qualifications Education, Experience, and Training

Graduation from an accredited senior high school, equivalent, or GED.

Three years full‑time wage‑earning experience in substance use treatment education, human services, psychology, social work, sociology, behavioral science, or criminal justice.

Fifteen semester hours from an accredited college or university may be substituted for each six months of experience.

Therapeutic community environment experience preferred.

Screening and assessment experience preferred.

Current valid licensure as a Licensed Chemical Dependency Counselor (LCDC), Licensed Professional Counselor (LPC), Licensed Psychological Associate (LPA), or certified as a Certified Criminal Justice Professional (CCJP). Must maintain valid license or certification for continued employment.

Knowledge and Skills

Knowledge of substance use, substance use disorder, co‑dependency, and related disorders.

Knowledge of counseling assessment techniques and understanding of substance use recovery.

Knowledge of applicable state and federal laws, rules, regulations, and statutes.

Knowledge of agency and departmental structure, policies, procedures, rules, and regulations (preferred).

Skill to observe, assess, evaluate, and analyze services and prepare related reports.

Skill in motivational interviewing techniques.

Skill to communicate ideas and instructions clearly and concisely.

Skill to coordinate with staff, departments, officials, agencies, organizations, and the public.

Skill to interpret and apply rules, regulations, policies, and procedures.

Skill in problem‑solving techniques.

Skill to review technical data and prepare technical reports.

Skill to prepare and maintain accurate records, files, and reports.

Skill in translating Spanish to English and English to Spanish (preferred).

Physical ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle and motor equipment.

Conditions include working inside, working around machines with moving parts, moving objects, radiant and electrical energy, working with others, alone, protracted or irregular hours, traveling by car, van, bus, and airplane.
