Chief Registrar-Recorder - $62,501 - $75,127 Annually

Globe, AZ - Full Time

The purpose of this position is to ensure that the opportunity to register and vote is available to all eligible residents of Gila County, while working under the direction of the Gila County Recorder. This position provides professional level project planning in all functions related to the conduct of voting and election registration activities for the County and ensures the County’s compliance with all applicable laws that govern voter and elections registration. This position also administers all responsibilities related to Voter Registration, In Person Early Voting and Vote by Mail for Gila County.

Essential Duties and Responsibilities

Regularly assigns work to other employees and supervises related activities.

Provides recommendations on hiring employees, evaluating employee performance, employee training and employee coaching.

Maintains the official voter registration database; receives, reviews, scans and processes notices from a registered voter through EZ Voter Program for the Arizona Secretary of State.

Plans, executes and finalizes all phases of voter registration and election projects according to strict deadlines.

Manages Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), Travel Board, vote-by-mail ballot packages, all returned early ballot packages for processing and signature verification, pick-up of early ballot packages from Countywide drop boxes, certifications, affidavits, or documentation related to public records requests and petition processing.

Reviews and accepts voter registration and election information and prepares statistical reports on election activities.

Oversees voter registration support services to cities, towns and special districts.

Manages the maintenance and testing of voter registration equipment.

Performs other duties as assigned.

Minimum Education Required

Associates Degree in Business/Public Administration or closely related field; or equivalent combination of education, training and experience.

Minimum Years of Directly Related Experience Required

Five (5) years of increasingly responsible experience in an administrative and election systems and/or voter registration capacity with at least two (2) of those years serving in a supervisory capacity; or equivalent combination of education, training, and experience.

Professional Credentials Required

Arizona Secretary of State Election Certification and re-certification every two (2) years; employees who do not hold this certification must attend the Arizona Secretary of State Election Certification training and pass the certification examination at the first scheduled training session available.

Signature verification training: employees must attend one signature verification class along with refresher classes as necessary.

Must possess and maintain a valid Driver’s License.
