Manager, Regulatory Administration (SPS) – Xcel Energy • Amarillo, Texas, USA
Position Summary: Manage the departmental resources necessary to make timely and complete regulatory filings, including serving as jurisdictional lead for certificates of need and resource plans. Oversee the planning and execution of Xcel Energy’s regulatory initiatives and ensure compliance with regulatory requirements. Establish and maintain state commission and stakeholder relationships and work with internal stakeholders to design initiatives that provide a constructive regulatory framework for Xcel Energy’s initiatives. Sponsor expert and legislative testimony as needed to support Xcel Energy’s initiatives across generation, supply‑side, transmission, renewable and environmental initiatives.
Essential Responsibilities
Manage work resources and processes to prepare timely and complete regulatory filings needed to implement major transmission and generation initiatives.
Lead teams and staff to ensure projects align with Xcel Energy priorities and are appropriately advocated before regulatory bodies, ensuring timely and full compliance with all filing requirements.
Effectively represent Xcel Energy’s policies and initiatives in regulatory proceedings, settlement discussions and stakeholder collaborations; negotiate resolution of disputes with state agencies and stakeholders.
Maintain contact with state regulators and stakeholders to gather input and information that helps shape company initiatives; anticipate regulatory issues and develop strategies to advocate proposals that support company policies.
Initiate and maintain continuous communication and interaction with Xcel Energy business units; lead efforts to develop regulatory solutions that support business objectives.
Minimum Requirements
Bachelor's degree in Regulatory Policy, Business, or a related discipline.
Minimum of five years of experience in regulatory matters.
Specific experience dealing with regulatory agencies preferred.
Excellent written and oral communication skills.
Thorough knowledge and understanding of rules, regulations, practices and procedures in multiple jurisdictions.
