Project Manager II – Transmission Interconnections We are seeking a
Project Manager II
with an
electrical engineering background
and
direct project and/or construction management experience
supporting
Transmission or Utility-related projects . This role supports the DEC (Carolinas West) Region and is responsible for managing or assisting in the management of low- to moderate-risk transmission interconnection projects from planning through execution. Role Overview: The Project Manager II serves as a
single point of accountability
for assigned projects or works under the general direction of a Project Director or Manager of Project Management. The role manages all phases of project planning and execution to ensure success across scope, schedule, cost, quality, safety, environmental compliance, communications, and integration. Projects are typically classified as
“White” or “Green”
under the Project Management Center of Excellence (PMCoE) Risk-Informed Project Ranking Process. PM IIs may also be assigned projects with specific risk-informed requirements based on experience and expertise. Key Responsibilities Project Leadership & Stakeholder Coordination Provide leadership, oversight, and coordination across internal and external teams, including Development, Engineering, Project Controls, Estimating, Construction Management, Supply Chain, Legal, EHS, QA/QC, Operations, Regulatory, Security, Communications, and Transmission. Serve as a unifying agent for cross-functional, matrixed teams; guide daily activities and resolve conflicts in coordination with functional leaders. Establish and maintain effective communication with project stakeholders, senior leadership, and external agencies. Project Planning & Execution Lead or support comprehensive project planning efforts, including scope definition, estimating, scheduling, budgeting, procurement strategies, and contractor/vendor selection. Develop and manage project plans covering scope, schedule, cost, safety, quality, environmental, security, and integration requirements. Execute projects within approved scope, budget, and schedule constraints in accordance with company policies, PMCoE standards, and business unit procedures. Reporting & Governance Facilitate project-related meetings including kickoffs, weekly and monthly updates, and stakeholder reviews. Prepare and deliver required project status reports and communications to management and governance teams. Ensure appropriate project documentation, reporting tools, and controls are implemented and maintained. Risk, Quality & Closeout Identify, assess, and manage project risks; implement mitigation strategies as needed. Champion safety, quality, and environmental compliance throughout the project lifecycle. Oversee commissioning, turnover to operations, warranty management, lessons learned, and project closeout activities. Required Qualifications Bachelor’s degree in
Electrical Engineering
or a related technical field. Demonstrated experience in
Project and/or Construction Management
within
Transmission, Utility, or Energy Infrastructure
environments. Working knowledge of project controls, cost management, scheduling, and risk management. Strong communication and leadership skills with experience managing matrixed teams. Preferred Qualifications Experience with
transmission interconnections
or regulated utility environments. Familiarity with PMCoE standards or risk-informed project ranking methodologies. PMP or similar project management certification. Seniority level
