The Program Manager (PM) serves as the primary point of contact between the Contractor and the Government and is responsible for overall management, execution, and performance of the MSC Cybersecurity Support Services contract. The PM provides strategic leadership, operational oversight, and managerial control to ensure all cybersecurity operations, assessment and authorization, and compliance tasks are executed in accordance with contract requirements, schedules, and performance standards. The PM ensures effective coordination of personnel, resources, quality assurance, and reporting while maintaining close communication with MSC stakeholders to support mission‑critical cybersecurity objectives for afloat and ashore environments.
Responsibilities Duties to include:
Serve as the Government’s primary point of contact for all contract matters and provide day‑to‑day oversight of contract performance
Provide leadership, supervision, and direction for all contractor personnel supporting the MSC cybersecurity mission
Plan, manage, and execute all contract tasks in accordance with the PWS, task orders, schedules, and performance standards
Develop, maintain, and deliver required management artifacts, including the Management Plan, Task Management Plan, Quality Management Plan (QMP), and Phase‑In/Phase‑Out plans
Ensure timely delivery and quality of all contract deliverables, including weekly status reports, monthly status reports, performance assessments, and cost reports
Coordinate and direct quality assurance activities to ensure accuracy, completeness, and compliance with Government requirements
Manage staffing, personnel availability, surge support, and resource allocation to meet mission demands
Identify, assess, and mitigate program risks and issues, and communicate impacts and mitigation strategies to Government stakeholders
Lead and participate in meetings, briefings, and reviews with MSC leadership, CORs, TPOCs, and other Government personnel
Ensure contractor compliance with cybersecurity workforce requirements, including DoD 8570.01‑M certification and training tracking
Oversee coordination across cybersecurity operations, A&A, and compliance teams to ensure integrated and efficient execution
Ensure contract execution aligns with MSC mission objectives, DoD and Navy cybersecurity policies, and applicable regulations.
Requirements
Clearance Required:
A minimum of a SECRET clearance is required for this position.
Education:
Bachelor’s degree in Cybersecurity, Information Technology, Computer Science, Information Systems, Engineering, Business, or a related field
Master’s degree in a technical or management discipline is preferred, but not required
Certifications
Must comply with certification requirements identified in DoD 8570.01‑M for Information Assurance Manager (IAM) Level III or equivalent.
Project Management Professional (PMP) certified
Experience
Minimum of 10 years of progressively responsible experience managing IT, cybersecurity, or C4S‑related programs or projects
Demonstrated experience managing large, complex DoD or Navy contracts supporting cybersecurity or C4S environments
Proven experience briefing senior Government leadership and/or upper levels of military command
Experience managing multidisciplinary technical teams in a program office or enterprise support environment
Experience overseeing schedule, cost, performance, and quality for mission‑critical IT or cybersecurity programs
Familiarity with DoD, DON, and MSC policies, standards, and operational environments
Experience coordinating quality assurance, risk management, and process improvement activities
Strong leadership, organizational, and communication skills.
Physical Requirements
The candidate must, with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., move a case of paper or similar task) that may occur on occasion.
