Purpose of Job Responsible for the management and supervision of every aspect of MARAD vessels while they are in Port and dry‑dock, including providing direction to all shipyard and repair vendor personnel engaged in vessel repairs. Oversees installation and repair of marine powerplants, propulsion systems, heating and venting systems, and other mechanical/electrical equipment in ships and marine facilities.

Main Duties and Responsibilities

Promote the Keystone Shipping Co safety culture and adhere to all safety guidelines. Make safety a priority in everything we do and seek opportunities for continuous improvement.

Implement Keystone’s SMS— Safety, Quality, and Environmental management system.

Manage the day‑to‑day technical operation of the assigned vessels. Overall, person in charge of ship operations in port and in dry‑dock. Primarily responsible for vessel repair and maintenance.

Direct senior shipboard personnel to accomplish the required repairs and maintain RRF Readiness Status.

Prepare operating budgets and long‑term fiscal work plans for vessels and submit to the Fleet Engineer and Government Program Manager for finalization and presentation to the Owner.

Prepare drydock specifications and attend assigned vessels during drydock.

Coordinate directly with vessel Chief Engineer to manage vessel repairs, and spare‑part requisitions.

Communicate directly with various Department Managers on vessel status including crew and operational issues.

Maintain assigned vessels in a condition which provides the highest probability of success in activation and subsequent operation in support of national defense objectives.

Manage the activation of assigned vessels on site, which is accomplished in five or ten days as per contract stipulation. Supervise and coordinate the repairs, crewing, storing of the vessel, and determine when the vessel is ready for sea trials.

Sail onboard the assigned vessel during activations.

Complete the sea‑trial after action report and make needed arrangements to correct any deficiencies found as well as document the deficiencies.

Attend assigned vessels concerning engineering condition and performance.

Prepare repair, activation, and deactivation specifications, as required. Supervise and approve voyage repairs and maintenance.

Maintain records of all annual, bi‑annual, mid‑terms, etc. inspections and surveys required by classification societies and government agencies. Ensure that all vessels have proper certificates onboard and assist in the timely arrangement of vessel surveys.

Assure that U.S. Coast Guard certification items and other regulatory body items are completed. Interface with local regulatory bodies to implement compliance with customer and government regulations.

Maintain and update the NSE system as required.

Oversee repairs to equipment such as diesel engines, boilers, steam‑driven turbine engines, heat exchangers, fire control and communication systems, electric power systems, or piping and related fittings and valves.

Coordinate proper lay‑up of critical equipment and systems with Government Marine Surveyors.

Prepare reports which describe inspection procedures and findings. Prepare or review recommendations for repair work to ships.

Identify outstanding repairs and coordinate completion.

Keep records of engineering performance and costs for vessels. Submit reports as required.

Assure that ship security services are properly provided.

Perform annual performance evaluations for senior shipboard personnel.

Perform other related duties as assigned.

Minimum Qualifications

High proficiency and accuracy with data.

ABS NS‑E Software database entry experience is strongly desired.

Proficiency working in ABS MyFreedom.

Proficiency in the Microsoft Office Suite.

Excellent organizational skills and attention to detail.

Ability to multitask and work within critical time constraints.

Ability to work independently and under limited supervision.

Comprehensive knowledge of technical manuals and drawings, shipboard arrangement, and organization, functioning of machinery, repair techniques, costs, and report preparation.

Must possess or be eligible for a TWIC.

Must possess or be eligible for a DOD‑granted "SECRET" security clearance.

Education, Licensure and/or Experience Bachelor's degree (B.S.) in Marine Engineering from a certified maritime academy or four‑year college or university; three years of documented Port Engineer experience for large tonnage ocean‑going vessels; and/or five years seagoing experience as a Chief Engineer or First Assistant Engineer, or a minimum of five years of ship repair experience with progressive responsibilities; or equivalent combination of education and experience. Engineer's License, preferred.
