Eligibility Services Clerk – MISP (Finance) Eligibility Services Clerk to join the Eligibility – MISP team. This position is responsible for conducting pre-screening and other interviews with applicants and clients using standardized forms to collect personal, family, and financial information required to determine eligibility. The role includes filing required forms and verifications in an established order to ensure accurate documentation and compliance. Duties also involve completing Newborn Gateway and Medi-Cal Inmate Eligibility Program (MCIEP) applications in accordance with program guidelines. The incumbent will assist Eligibility Specialists by gathering and verifying required documentation from clients. This position requires face-to-face interviews with patients and may involve travel to various locations. Prior experience in eligibility determination and strong organizational and communication skills are essential for success in this role.

Location & Schedule Work Schedule: Monday - Friday 8:00 AM - 4:30 PM (5/40)

Key Responsibilities

Conduct pre-screening and interviews with applicants and clients using standardized forms.

Collect personal, family, and financial information for eligibility determination.

File required forms and verifications in an established order to ensure accurate documentation and compliance.

Complete Newborn Gateway and Medi-Cal Inmate Eligibility Program (MCIEP) applications per program guidelines.

Assist Eligibility Specialists by gathering and verifying required documentation from clients.

Perform face-to-face interviews and may travel to various locations.

Record verifications of birth, income, property, and other required information according to standard procedures.

Prepare notices of action and other required forms following eligibility determination.

Accept and review late income reports for completion and accuracy.

Prepare and verify IHSS payroll time sheets; receive mail‑out questionnaires on IHSS remedy reassessments.

Determine issuance of notice of intended action or right to fair hearing forms.

Clear routine case controls using computer printouts; respond to routine telephone calls or lobby visits from applicants and clients reporting changes or requesting status updates.

Prepare and maintain records associated with the eligibility/services processes for workload and productivity statistics.

Qualifications

Bilingual : English/Spanish speaking and reading required.

Experience

Option I: Six months of clerical experience in a public social services agency, preferably involving mathematical computations.

Option II: One year of clerical experience involving substantial public contact, interviewing, math computations, or completing complex forms.

Knowledge & Skills

Modern office procedures including filing and operating standard office equipment.

Understand and follow written instructions and guidelines.

Perform basic arithmetic computations.

Perform general clerical work and quickly learn specific operations of the department.

Maintain records effectively.

Effectively interview applicants and clients to obtain personal, family, and financial information and accurately record this information.

Work cooperatively with the public and departmental staff.

Additional Requirements

Possession of a valid California Driver's License may be required.

Possession of valid Basic Life Support (BLS) certificate issued by the American Heart Association may be required.

Bilingual Testing The Human Resources Department will coordinate a Bilingual (Spanish) Non‑Proctored Assessment.
