Summary Objective
The City of Goldsboro is hiring a Senior Heavy Equipment Operator for the Streets Division.
The position performs semi‑skilled to skilled work in the maintenance, repair, and replacement of city streets and sidewalks, and requires significant experience and skill in operating light and heavy‑duty construction equipment.
Hiring Range : $42,495 to $55,235 depending on qualifications and experience.
Essential Functions
Operate a variety of heavy equipment, including backhoes, front‑end loaders, dump trucks, flatbed trucks, skid steers, excavators, motor‑graders, pothole patchers, tractors, and more.
Ensure machinery and equipment are properly maintained by performing daily checks, preventative maintenance, and scheduling repairs.
Use pneumatic, gas, or electric power tools such as compressors, jack‑hammers, compact rollers, tamps, chain saws, and drills.
Use hand tools, including shovels, rakes, bush axes, hoes, and others.
Perform all aspects of concrete and asphalt work: saw cutting, excavation, laying forms, mixing, pouring, finishing concrete, laying, spreading, and compacting asphalt, and cleaning up the worksite.
Carry out landscaping duties such as weed eating, trimming shrubs and trees, and seeding grass.
Ensure all safety procedures and protocols are in place and used effectively, including placement of safety signs, cones, and flaggers.
Assist with manual cleaning of catch basins and other drainage structures during heavy rain events.
Respond to severe weather or natural disaster events, including collecting and hauling debris, loading dump trucks, spreading salt or sand, plowing and scrapes snow and ice.
Work various shifts to support natural disasters or major weather events.
Perform “on‑call” duties on a rotational basis as needed.
Prepare daily logs and reports to track performance and completed tasks using computer and related software.
Assist other departments and agencies as needed.
Perform other related duties as assigned.
Knowledge, Skills, and Abilities
Knowledge of tools, materials, and methods used to maintain and repair streets and sidewalks.
Knowledge of operational and preventative maintenance requirements for light and heavy construction equipment.
Knowledge of concrete and asphalt maintenance, repair, and construction methods.
Knowledge of occupational hazards and safety precautions involved in equipment operation.
Knowledge of traffic laws and regulations governing equipment operation.
Knowledge of the City’s street system.
Skill in basic computer use and administrative software applications.
Skill operating and maintaining light and heavy duty construction equipment and using hand tools.
Ability to lead a work crew and oversee a jobsite through task completion, ensuring quality performance.
Ability to understand and follow specific instructions, both oral and written.
Ability to establish and maintain effective working relationships with coworkers, supervisors, and the general public.
Ability to respond with courtesy to citizens.
Minimum Education and Experience Requirements
High School Graduation or GED equivalent.
Five years of operating light to heavy duty construction equipment or related experience, or an equivalent combination of education, training and experience.
Special Certifications and Licenses
Valid state class “B” commercial driver’s license with an acceptable driving history.
Physical Demands
Perform heavy work that involves constantly lifting, shoveling, and carrying 35 to 50 pounds regularly and exerting 100 pounds of force occasionally.

Bright/dim light; dusts and pollen.
Extreme heat and/or cold; wet or humid conditions.
