Assistant to the County Administrator

This is a high-level position who supports the County Administrator in managing key county operations, overseeing projects, developing policy, handling confidential matters and ensuring efficient departmental coordination. The individual in this position manages the County's community relations and outreach programs, meeting logistics and special projects as assigned by the County Administrator.
Responsibilities
40%
Responsible for developing and implementing a comprehensive community relations strategy (events, communication, social media, website, FOIA, etc) whose cornerstones are branding, communication & relationships with residents.
15%
Coordinates and oversees special projects as assigned by the County Administrator.
15%
Assists the County Administrator with oversight of the administrative and management functions of the County; acts in his or her absence with appropriate authorization; recommends and implements administrative practices to ensure purposeful use of human, financial and physical resources and assists with the annual budget process as needed.

Assists in the preparation of meeting agendas & materials for various committees and meetings as requested and manages meeting logistics.

Provides or arranges for information, reports and studies for the County Board, Committees, Boards or Commissions as directed by the County Administrator.

Recommends objectives and associated goals for various departments/services to achieve the most cost efficient and effective operation possible.

Serves as a mediator for issues, like problems and disputes involving Staff, Committees, public and intergovernmental matters as delegated by the County Administrator.

Assists with research, application, implementation and associated coordination of grants, grant deliverables, tracking and reporting.
Qualifications & Skills
Ability to represent the County appropriately with tact, professionalism, and diplomacy at a variety of community events and activities in support of positive public relations initiatives; interacts effectively with a wide range of people, including high-level government officials, community leaders, county employees and members of the general public.
Skill to develop and maintain effective and appropriate liaison relationships with the County Board, elected officials, County employees and representatives of other agencies and local governments.
Knowledge of modern office management practices, standard office automation software along with specialized software used in agenda management, website management, e‑mail and calendaring programs.
Skill and ability to follow instructions, execute job duties in challenging, stressful situations.
Skill and ability to follow and function within the organizational structure.
Ability to exercise considerable judgment, initiative, strategic visions and discretion.
Demonstrate exemplary ethics and act with integrity.

Bachelor's degree from an accredited college or university with major coursework in public administration, public relations, business administration or a related field (Master's Degree Preferred).
Minimum of five years of progressively responsible experience in local government.
Supervisory experience preferred.
Must possess and maintain a current unrestricted driver's license and auto insurance as required by Rock County Administrative Policy and Procedure 5.02 and 5.27.
Physical Requirements
Extended periods of sitting.
Extensive keyboarding and viewing of a computer monitor.
Dexterity sufficient to type, answer a telephone and use a 10‑key calculator.
Vision sufficient to read a computer monitor and written documents.
Requires minimal lifting, occasionally up to 20 lbs.
Auditory ability sufficient to hear and interpret speech in a standard meeting setting.
Ability to speak to be heard.
Ability to drive standard automobiles.
