Agency Administrator / Program Director (HCBS & DD Services)

Job Description Job Description About Us: Harmony Care LLC is a Nebraska Medicaid-approved agency currently providing Personal Care and Companion services, with a pending license for Developmental Disabilities (DD) services. We are seeking an experienced Administrator to lead our operations, manage compliance, and drive the expansion into DD group home and day services. The Role: This is not a desk job. You will be the operational backbone of the agency. You will be responsible for maintaining full compliance with Nebraska DHHS regulations (Titles 471 and 404), managing staff, and overseeing the transition into Developmental Disabilities services. Key Responsibilities: Regulatory Compliance: Serve as the primary point of contact for Nebraska DHHS. Maintain audit-readiness at all times for both Medicaid Waiver and DD licensing. DD Expansion: Lead the setup of DD group homes, ensuring properties meet fire marshal and DHHS safety codes. Systems Management: Oversee all documentation in Therap (for DD) and manage EVV (Electronic Visit Verification) compliance for Personal Care services to ensure 100% clean claims. Staffing & Scheduling: Recruit, train, and manage Direct Support Professionals (DSPs). Handle call-outs and ensure staffing ratios are never breached. Billing Oversight: Monitor service authorizations to ensure utilization does not exceed approved units (Codes 5761, 9510, and future DD codes). Required Qualifications: Minimum 2 years of management experience in a Nebraska DHHS-licensed agency (DD or Aged & Disabled Waiver). Mandatory: Proficiency with Therap software (General Event Reports, T-Logs, ISPs). Strong knowledge of Nebraska Medicaid Service Provider Addendums and Title 404 regulations. Experience with EVV systems and resolving billing exceptions. Ability to pass all required background checks (APS/CPS/Sex Offender Registry).
