The company is widely respected for executing technically complex highway and infrastructure projects, maintaining strong long-term relationships with state and federal agencies, and investing heavily in its people. In addition to DOT highway work,they self-perform a broad range of heavy civil services, including mass earthwork, underground utilities, site development, structures, and infrastructure improvements for both public agencies and private clients.
This role supports a strategic growth initiative focused on expanding DOT highway and white paving / concrete paving operations in Wyoming, Nebraska, and surrounding regions.
About the Position
The company is seeking an experienced Senior Project Manager / Project Manager – DOT Heavy Highway to lead complex transportation projects from preconstruction through closeout. This position is ideal for a project manager with strong experience in white paving / concrete paving, DOT work, and federally funded transportation contracts.
This is a highly visible leadership role offering autonomy, long-term stability, and a clear path for continued advancement within a growing heavy civil organization.
Projects primarily include:
DOT heavy highway construction White paving / concrete paving operations Asphalt paving and roadway rehabilitation Earthwork, grading, and drainage for transportation
corridors Federally funded and state DOT contracts
Work is performed in a fast-paced, safety-driven environment where strong field leadership, planning discipline, and production efficiency are critical to success. Key Responsibilities
Lead planning, execution, and closeout of DOT heavy
highway projects Analyze drawings, specifications, and proposals to
develop accurate schedules and cost forecasts Manage project financials including budgets, cost
tracking, rentals, and margin performance Oversee and support Superintendents to ensure safe and
efficient field execution Review QC/QA data related to materials, production, and
paving operations Coordinate with DOT representatives, inspectors,
vendors, and subcontractors Identify project risks early and implement corrective
actions Ensure compliance with safety, environmental, and DOT
requirements Support pursuit of future work through client
engagement and labor planning
Requirements Education
Bachelor’s degree in Civil Engineering, Construction Management, or a related field Equivalent industry experience may be considered in
lieu of a degree
Experience
Minimum 5+ years of experience as a Project Manager in heavy highway construction Proven experience managing DOT and federally funded
transportation contracts
Project Experience
DOT heavy highway projects ($2MM+) White paving / concrete paving operations Asphalt paving, roadway rehabilitation, and associated
earthwork and drainage
Certifications & Technical Skills
PMP preferred Proficiency with HCSS, Procore, Bluebeam, and other
project management tools Strong understanding of materials, production
standards, and DOT specifications
Experience collaborating with estimating teams and
supporting preconstruction planning Willingness to travel to regional or remote job sites
in Wyoming and/or Nebraska

Base salary: $135,000–$165,000 (commensurate with
