Nature of Work
Under general supervision, this position performs complex administrative and professional work at the advanced level in managing the West Virginia Hospital Preparedness Program (HPP), a major statewide program within the WV Department of Health, Center for Threat Preparedness (CTP).
This position manages multiple program processes and activities in the Hospital Preparedness Program to advance the capability of the HPP to respond to regional, statewide, national emergencies and/or major disasters. This position informs the Director of CTP of technical area, program, or service deficiencies and recommends improvements including the areas of program planning, grant development, monitoring, and reporting, as well as coordination and oversight of grant activities within the agency and via external healthcare system partners with other duties as assigned.
The candidate for this position will be a liaison and provide collaboration with multiple task forces, support and engage partnerships, and participate in advisory councils at regional, local, state, and federal levels. They also consult with other programs and/or other subject matter experts, supervisors or managers concerning projects and priorities and plans and develops budget requests per the cooperative agreement guidelines and short or long range plans.
Minimum Qualifications
Training: Master’s degree from an accredited college or university in the area of assignment.
Substitution: One year of full‑time or equivalent part‑time paid experience as described below may substitute for the Master’s degree.
Experience: Three years of full‑time or equivalent part‑time paid professional experience in the area of assignment, one year of which must have been in a program administration capacity.
Substitution: Post‑graduate training in the area of assignment may substitute through an established formula for the non‑supervisory experience.
