Your Team Within HPD’s Office of Legal Affairs (OLA’s), the Contracts and Real Estate Division (CRED) handles, among other things, all of HPD’s legal work related to real estate development, land‑use planning, and asset management. The division’s primary responsibility is to provide legal services to the Agency’s affordable housing development programs, including advising on real‑estate financings, sales and leases of City‑owned property, and affordable housing regulatory agreements, and closing the Agency’s real‑estate transactions. The division also advises on planning, pre‑development, and asset management matters and affordable housing development policy and program design and implementation.

Your Impact You will be part of a talented team of attorneys and legal support staff that provides important legal services to the public and the agency as it executes the City’s ambitious housing plan.

Your Role Your role will be to support a team of attorneys and various program staff at the agency on real estate and housing matters.

Your Responsibilities

Assist attorneys in the closing and processing of affordable housing transactions, including review and processing of certificates of completion for such projects and sales of home‑ownership units from developers to individual homeowners.

Serve as the main liaison with individual homeowners, developers, and their representatives during the sales process of home‑ownership units.

Provide general assistance to the Deputy General Counsel for Real Estate Transactions and help HPD attorneys prepare closing documents and other aspects of the real‑estate closing process.

Work with HPD’s program staff and outside attorneys involved in closing capitally funded projects.

Perform pre‑closing and post‑closing administrative functions on capitally funded projects, including reviewing end loan closing documents and processing and approving certificates of completion.

Minimum Qualifications

A baccalaureate degree from an accredited college and four years of satisfactory, full‑time progressively responsible clerical/administrative experience requiring independent decision‑making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty.

An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full‑time progressively responsible experience as described in (1) above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. A four‑year high school diploma or its educational equivalent and six years of satisfactory, full‑time progressively responsible experience as described in (1) above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. Education and/or experience equivalent to (1), (2) or (3) above. All candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in (1), (2) or (3) above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in (1), (2) or (3) above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
