Job Summary
Reviews, analyzes, and evaluates business systems and user needs.
Formulates system solutions that align with overall business strategies.
Applies expertise in business process reengineering and identifying innovative technology solutions to improve business effectiveness.
Utilizes industry-standard business process mapping and reengineering techniques.
Prepares solution options, risk assessments, and financial analyses including cost/benefit, ROI, and buy vs. build evaluations.
Documents detailed user requirements, system functions, and development steps for new or modified applications.
Role Overview
Serves as a Business Analyst supporting a large-scale system enhancement and automation initiative.
Provides subject matter expertise across business analysis, process improvement, and systems development lifecycle activities.
Collaborates with program leadership, product owners, agile teams, and project stakeholders.
Supports requirements gathering, system design, testing, and implementation activities.
Participates in Agile-based project execution with a fixed implementation timeline.
Key Responsibilities
Analyze program policies and procedures to assess impacts on automated systems and functional areas.
Review and evaluate complex project deliverables, including:
Project charters
Business and user requirements
Design documentation
Test plans
Risk assessment plans
Act as a liaison between business and technical teams by providing consultation, documentation, and direction for:
System analysis and design
Configuration and testing
Policy implementation
Develop, document, and maintain:
System design procedures
Test procedures
Quality standards
Identify, prioritize, and manage the product backlog to ensure optimal resource utilization.
Create test plans that directly align with documented business requirements and user stories.
Participate in system testing and user acceptance testing for new functionality.
Track, document, and report testing progress and results.
Identify project risks and issues and develop mitigation strategies.
Support training development and deliver formal training sessions when required.
Perform additional related duties as assigned.
Candidate Skills and Qualifications Minimum Requirements
8+ years of experience performing complex business analysis and producing technical documentation.
8+ years of experience reporting project status, risks, issues, and key decisions to management.
8+ years of experience identifying project risks and implementing mitigation strategies.
8+ years of strong written and verbal communication skills, including documentation of:

Test scenarios
Project status
8+ years of experience gathering, validating, and translating business requirements into technical solutions.
8+ years of experience reviewing and approving complex technical user and system requirements produced by vendors.
