Program Coordinator – Health Insurance Information Counseling & Assistance Program (HIICAP)

Non-exempt (30 hours a week)
Hourly Rate:
$21.50
A HIICAP Coordinator manages the local program, overseeing volunteer counselors who help Medicare beneficiaries understand their complex health insurance options. Responsibilities include recruiting, training, and supporting volunteers, coordinating community events, and ensuring accurate, unbiased guidance.
Key Responsibilities and Duties
Volunteer Management: Recruit, screen, train, and support volunteer HIICAP counselors.
Program Oversight: Supervise daily activities, manage schedules, and implement strategies.
Public Education: Schedule presentations and outreach on Medicare, Part D, Advantage plans, and Medicare assistance Programs.
Counseling Support: Assist counselors with complex client issues, fraud/abuse reporting, appeals, and low-income subsidy applications (Extra Help, MSPs) and call SHIP for client information.
Community Liaison: Build relationships with agencies and community groups to promote Medicare presentations.
Ensure counselors provide objective information on Medicare, Medigap, Advantage plans (Part C, and drug plans (Part D).
Oversee volunteers’ daily activities.
Recruiting and training new volunteers.
Scheduling volunteers time.
Scheduling Medicare presentations and tabling events such as health fairs in the community.
Back up to HIICAP Director and Program assistant.
Education
Associate’s degree or 3 years’ experience in the health insurance industry or related health insurance counseling.
Qualifications
Certified NYS HIICAP Counselor.
Ability to interface with all levels of personnel and to work effectively in multicultural situations in a professional and respectful manner.
3 years’ experience in the health insurance industry or related health insurance counseling.
Pass the annual HIICAP counselor exam yearly. By October 15th.
Extensive knowledge of Medicare and Medicare related insurance such as Medicare Advantage plans and Medigap Supplementals.
Working knowledge of community resources.
Medicare-related assistance programs i.e. NYS EPIC, Low Income Subsidy (extra help) Medicare Savings Program (MSP) and Medicaid.
Medicare rules and regulations regarding IEP, AEP, OEP GEP and SEP.
Physical And Mental Requirements
Ability to maintain composure under strict deadlines and difficult situations.
Strong organizational, verbal, written and telephone communication skills are required.
Strong interpersonal, analytical, communication, organizational and problem-solving skills.
Computer experience preferred (Word, Excel, Office 365, Peerplace, Acuity and web research).
Some standing during group facilitation.
Normal daily walking and sitting.
Frequent computer usage.
Some lifting (files, etc.).
Ability to work in multi-cultural situations.
Salary/Hourly Rate Multiple factors will be considered for salary/hourly determination including years of relevant service, skills required, education, and internal equity.
