Stormwater Engineering Project Manager (Senior Project Manager)
Location: 14 S. Ft. Harrison Avenue, Clearwater, FL 33765.
Schedule: Monday – Friday; 8:00 a.m. – 5:00 p.m. Hybrid schedule, up to two (2) days remote.
The Stormwater and Parks Section of the Capital Improvements Division, Pinellas County Public Works Department is seeking an experienced, collaborative senior project manager to manage stormwater Capital Improvement Program (CIP) projects. The incumbent will be responsible for managing and delivering stormwater CIP projects under Pinellas County's Channel Erosion, Flood Control, Stormwater Infrastructure and Surface Water Quality programs, in accordance with approved schedules and budgets. The incumbent will manage the delivery of 6 to 10 projects at any given time. The position is highly independent, and the incumbent will handle a high volume of work.
The CIP is stably funded through a 1% local sales tax (Penny for Pinellas) and affords an exciting opportunity to develop a diverse and interesting portfolio of projects in the most densely populated county in Florida.
Duties include, but are not limited to development and oversight of project budgets and schedules; contract administration coordinating with internal and external stakeholders, reviewing engineering plans, reports, studies, and bid packages and addressing design related issues during construction. This position may include supervision of County staff.
What Would You Do?
Manage consultant CIP project teams from conception through bidding and post design services during the construction phase.
Effectively establish, manage and support project teams.
Ensure deadlines and milestones are met while following project management best practices.
Develop and negotiate scopes of work and consultant fees.
Develop Requests for Proposals (RFPs) and evaluate submittals.
Facilitate public engagement and coordinate with internal and external stakeholders.
Facilitate land rights acquisitions.
Perform quality control reviews on project deliverables such as plans, specifications, quantities, and cost estimates.
Maintain project files and document project meetings.
Prepare and effectively manage project budgets, cost estimates and schedules.
Participate on Project Production Teams as the stormwater subject matter expert.
Supervise and mentor junior staff.
Communicate effectively verbally and in writing.
Perform other related job duties as assigned.
What Do you Need To Have?
Experience: Managing public works projects (design and construction), including supervising project management functions, for at least three (3) years; or an equivalent combination of education, training, and/or experience.
Degree: Engineering, construction management, project management, public administration, or other relevant discipline.
12+ years as described above.
Associate’s degree and 10+ years’ experience as described above.
Bachelor’s degree and 8+ years’ experience as described above.
Master’s degree and 6+ years’ experience as described above.
Doctoral degree and 4+ years’ experience as described above.
An equivalent combination of education, training, and/or experience.
Possession and maintenance of a valid State of Florida Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Administration (MVA) driving report.
Must be able to travel to project sites during the development, design and construction phases.
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations, including evacuation shelter assignments.
Highly Desirable Skills
Understanding of CIP planning and budgeting.
Experience with bank stabilization, green stormwater infrastructure, and regional stormwater facilities.
Experience working with stormwater design teams.
Working knowledge of Pinellas County Stormwater Manual.
Working knowledge of environmental permitting requirements.
Knowledge, Skills, and Abilities
Proficiency in Office 365, Microsoft Project, and other software applications used for project scheduling, budgeting, and tracking.
Knowledge of and ability to perform professional and technical leadership techniques, recordkeeping, and report writing.
Knowledge of engineering principles and practices, design, permitting, and construction management of stormwater capital projects.
Ability to work collaboratively with others.
Ability to communicate effectively.
Ability to manage several projects simultaneously.
Ability to support, mentor and guide professional staff.
Supervises technical staff in the review of plans, cost estimates and specifications.
Coordinates or supervises special studies involving road alignment, roads and drainage, parks, and environmental design projects.
Conducts and coordinates contract administration services for all consultant contracts which entails preparing progress reports, attending meetings, tracking of consultant’s progress, review of plans and specifications, and review of invoices.
Knowledge of best practices in project management.
Ability to give technical and professional review to a wide variety and large volume of project plans, specifications and related documents.
Ability to address civic, public or private organizations relative to public works or utilities programs and projects.
Ability to present clear and concise reports, orally and in writing.
Performs other related job duties as assigned.
