The Supportive Programs and Initiatives (SPI) Fair Fares program division is a Mayoral initiative to subsidize New York City transit fares for low‑income families who receive Cash Assistance, Supplemental Nutrition Assistance Program benefits, or live at or below the federal poverty line.
Under general supervision of the Site Director for the Fair Fares Program, the Enrollment Specialist Supervisor manages Fair Fares intake operations at enrollment locations around NYC, including the Electronic Application Processing Unit (EAPU). The role involves ensuring compliance with standard operating procedures and service‑level objectives, scaling operations based on demand, staffing enrollment teams, providing leadership and training, preparing performance reports, maintaining safeguards for confidential consumer data, facilitating inter‑agency collaboration, and developing monitoring reports.
Ensure standard operating procedures and service‑level objectives are observed at all enrollment locations.
Work with Fair Fares Program Site Directors to scale operations based on demand.
Ensure enrollment locations are adequately staffed to meet enrollment demands.
Manage teams of Enrollment Specialists and foster efficient and accurate work while delivering high customer service.
Ensure staff performance objectives meet program goals and provide training as needed.
Support personnel training, ensure proper technology, and provide regular staff performance reports to Site Directors.
Maintain safeguards to prevent disclosure of confidential consumer data.
Monitor staff performance, identify training or performance management issues, and report to Site Directors.
Facilitate relationships with internal staff and coordinate inter‑agency efforts to promote program goals.
Organize monitoring reports, analyze data, and prepare correspondence and memorandums as required.
Hours/Shift: Monday – Friday; 9 am – 5 pm
Minimum Qualifications
Bachelor’s degree from an accredited college and at least two years of experience in community work or related activities; or
High school graduation or equivalent and at least six years of community work or related activities; or
Equivalent education/experience meeting the above criteria as defined by the city, with a minimum of one year experience as described in the first criterion.
Residency Requirement: New York City residency is generally required within 90 days of appointment. Eligible employees may reside in certain nearby counties.
