Right of Way Agent I (61036051) – South Carolina Department of Transportation Location: Columbia, SC

Right of Way Agent I is an entry level, full‑time position responsible for managing surplus property and related conveyance processes for the South Carolina Department of Transportation.

Job Responsibilities

Receives and reviews requests for potential surplus property from internal units, landowners, and the general public.

Performs records research in response to requests and enters new requests into the Property Management database for tracking purposes.

Prepares and organizes files for distribution to appropriate Property Management agent.

Assists Property Management staff with the preparation of conveyance documents, bid sale packets, and leases.

Routes documents to executive staff for execution, ensuring all necessary signatures are obtained, and transmits executed conveyance documents to the proper party.

Ensures a recorded copy of the conveyance document is received by Property Management.

Prepares forms for depositing and transferring money received, ensuring proper execution, and credits monies received for property conveyances.

Tracks check request documents for payment of taxes, fees, etc., as necessary.

Completes file closure process after properties are sold, updating highway plans, database, and attaching original documents to the original derivation document(s); ensures conformance with retention and disposal guidelines.

Assists the Property Manager with preparation of monthly and yearly reports regarding properties sold and reports sales of rights of way to the Highway Commission in a timely manner.

Researches and reviews FOIA requests from the Legal office; assists Property Manager with preparation of responses to FOIA requests; researches any property taxes and/or fees charged to SCDOT by county governments and contacts county assessors to request abatement of taxes and fees or arranges payment as necessary.

Minimum and Additional Requirements

A bachelor’s degree or an approved acceptable equivalence.

A valid motor vehicle operator’s license is required.

Physical Demands The essential functions involve sitting or standing at a desk for extended periods of time. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. May be required to lift up to 55 lbs.
