Job Summary The Program Manager, FiberDesign & Construction (FDC) - Integration & Expansion role serves as a central operational leader driving market expansion, M&A readiness, integration, and post‑transaction stabilization for Ziply Fiber’s growth initiatives. This PMO leader will work at the intersection of network engineering, finance, legal, regulatory, construction, product, and executive leadership to ensure that Ziply can expand rapidly and sustainably—while meeting the increased governance expectations that come with evolving ownership structures. This is a hands‑on PMO role requiring strong business acumen, comfort with ambiguity, structured thinking, and the ability to orchestrate complex, multi‑functional workstreams under tight timelines.

Northwest Fiber Co Enablement & Post‑Transaction Integration
Lead the operational & financial transition work required as Ziply moves into its new holding company structure, ensuring reporting, controls, and governance expectations are established and stable.
Coordinate cross‑functional alignment across FDC, Legal, Finance and Regulatory to support entity changes, compliance obligations and updated operating requirements.
Drive integration & stabilization including systems alignment, workflow adjustments & governance standards.
Maintain clear visibility into risks tied to the transition, execute mitigation plans & provide structured updates.
Support updates to contracts, permits & 3 rd party agreements needed to operate under the new entity framework.
Adjacent Market Expansion
Drive the heavy internal coordination required to evaluate expansion viability across engineering, construction, permitting, finance, product, regulatory and operations.
Lead detailed market assessments including density modeling, cost‑to‑build projections, competitive analysis, regulatory constraints, and infrastructure readiness.
Manage a structured go/no‑go framework ensuring all functional inputs are captured, risks surfaced, and decisions are grounded in data‑driven analysis.
Partner closely with engineering and construction to validate feasibility, resource availability and timeline implications for each expansion scenario.
M&A Identification & Deployment
Support evaluation of potential acquisition opportunities through subscriber metrics, market penetration, infrastructure viability and operational considerations.
Participate in due diligence activities including engineering assessments, permitting reviews and operational readiness checks.
Lead integration planning before and after close ensuring functional alignment on timelines, milestones, and execution plans.
Provide product requirements ensuring offerings match infrastructure & customer needs.
Partner with internal & external industry experts to identify improvements or adaptations needed to support expansion and integration goals.
Other Duties
Performs other duties as required to support the business and evolving organization.
Required Qualifications
Bachelor’s Degree in Engineering, Telecommunications, Project Management, Business Administration, or a related field.
Minimum of five (5) to seven (7) years of experience in telecom, program management, M&A integration, or strategic operations.
Experience supporting organizational transitions including integration, financial tracking changes and governance updates.
Strong understanding of the fiber build lifecycle, permitting dependencies and operational readiness.
Ability to evaluate new markets through density modeling, cost‑to‑build analysis, competitive assessment, and regulatory considerations.
Demonstrated success coordinating complex cross‑functional workstreams and driving alignment across engineering, construction, finance, legal, regulatory and product teams.
Skilled in program reporting, KPI tracking, risk assessment and building clear executive‑level summaries.
Effective communicator able to simplify complex information and influence diverse technical and business stakeholders.
Highly organized with strong attention to detail and the ability to manage competing priorities in fast‑moving environments.
Proficient with Microsoft Office, Smartsheet and program tracking tools.
Preferred Qualifications
Master’s Degree in Engineering, Telecommunications, Business Administration, or related field.
Familiarity with GIS, financial modeling inputs or engineering systems.
Knowledge, Skills, and Abilities
Ability to work independently and apply sound judgment and reasoning skills to a variety of situations.
Ability to multi‑task and collaborate effectively with other personnel to meet deadlines.
Strong verbal and written communication, attention to detail, and organizational skills.
Ability to work within critical deadlines.
