Requirements

High school diploma or equivalent.

Minimum two (2) years’ state of Florida contracting, purchasing, and MyFloridaMarketPlace experience.

Preferences

Bachelor’s degree from an accredited college or university.

Florida Certified Contract Manager (FCCM) or Florida Certified Contract Negotiator (FCCN).

Experience with facilitating the administration of department agreements including contract and grant agreements, interagency agreements, data sharing agreements, memorandum of understanding, and agreements required as part of the General Appropriations Act (GAA) Directive.

Experience with facilitating the administration and development of bid specifications, terms and condition, for formal and informal solicitation (ITB, RFP, ITN, RFQ, Single Sources, and Exceptional Purchases).

Experience with internal controls.

Experience leading teams/projects.

Experience in business process improvements.

Experience with risk assessment, analysis, and mitigation strategies/methodologies.

Knowledge of Florida statutes, laws and policies related to procurement and contract management.

Advanced knowledge of Microsoft Office Products (Word, Excel, etc.).

Skill in producing reports, correspondence, documents for executive review and other written work products.

Ability to develop and maintain policies, procedures, guides and templates needed to support established processes.

Experience utilizing the Florida Accountability Contract Tracking System (FACTS).

This position requires a security background check, including fingerprint as a condition of employment.

Ability to apply rules, regulations, policies, and procedures relating to the purchasing and contracting process. Ability to plan, organize and coordinate work activities. Ability to write bid specifications and bid invitations. Ability to write legal advertisements. Ability to maintain purchasing and contracting records. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to work independently. Ability to perform fact-finding research. Knowledge of the methods of data collection and analysis. Knowledge of the principles and practices of purchasing and contracting. Knowledge of and ability to use MyFloridaMarketPlace (MFMP). Knowledge of State Purchasing and contracting and ability to interpret applicable rules. Knowledge of Microsoft Office products with an emphasis on Word and Excel.

Brief Description of Duties This position facilitates the contract administration process including contract reviews and performs purchasing officer activities of the department. Provides consultation and direction to department contract managers and their supervisors regarding their duties, roles and responsibilities. Ensure timely execution of agreements. This position researches special projects as determined by the Purchasing Director of the Office of Purchasing and Contractual Services. The position requires effective customer service skills and serves as a contract administrator and process owner that requires customer service skills in both a group meeting and one‑on‑one meeting; serves as a mentor to all contract managers.
