Job Overview Performs skilled technical work in the inspection and rehabilitation of dwelling units under the City’s housing rehabilitation program and related work as required. Work is performed under the general supervision of the Planning Director.

Key Responsibilities

Perform field inspections to ensure compliance with zoning and related ordinances; prepare and maintain files and records; prepare reports.

Inspects all substandard and dilapidated dwellings under the City’s housing rehabilitation program for compliance with applicable state and local code and ordinances.

Coordinates and oversees the repair of substandard or dilapidated dwellings; determines structures beyond economical repair; prepares work write-ups and detailed cost estimates for improvement of structures.

Schedules, attends, and conducts bid openings as needed; conducts pre-bids with the contractor on-site; assists the Planning Director with the bidding process.

Makes periodic inspections of rehabilitation work in progress; coordinates lead abatement procedures as needed; answers requests for service and complaints by contractors and clients.

Prepares and maintains records of inspections; assists Code Enforcement officer with minimum housing codes and enforcement as needed; performs related tasks as required.

Qualifications

High school diploma or GED and a minimum of three (3) years of experience in building construction trade and inspections, or equivalent combination of education and experience.

Any or all certifications and licenses as a general contractor, any trade licenses, OSHA or building inspections is preferred.

Possession of an appropriate driver’s license valid in the State of North Carolina.

Physical Requirements This work requires the occasional exertion of up to 20 pounds of force; work regularly requires speaking or hearing, frequently standing and walking and occasionally requires using hands to finger, handle or feel, climbing or balancing, stooping, kneeling, crouching or crawling and reaching with hands and arms; work requires depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions.
