Position Summary Spectrum Control, Inc. (SCI) is seeking a Corporate Security Specialist to work as a support and training liaison with all SCI site FSO / AFSOs and as the Facility Security Officer (FSO) to support our Delmar, DE site. This role reports to the SCI Corporate Security Manager and is part of the SCI global trade & security team responsible for maintaining compliant trade and security processes and controls in accordance with the National Industrial Security Program (NISP), Defense Counterintelligence and Security Agency (DCSA) and other regulatory requirements. This is a blended role: Approximately 40% FSO/site industrial security and 60% corporate security support. This position will be the primary security point of contact for Delmar, while also supporting the SCI Corporate Security program.

Key Responsibilities FSO & Security Program Management

Serve as FSO for the Delmar, DE facility; maintain compliance with NISP requirements and support DCSA assessments, reviews, and reporting.

Work with SCI Corporate Security to maintain the facility clearance (FCL), including required documentation, self-inspections and recordkeeping.

Manage personnel security clearances (PCLs), including prescreening, initiation, upgrades, CV updates, and out-processing.

Use government and internal systems (e.g., DISS/NBIS, NISS) to process facility and personnel security actions.

Physical & Information Security

Oversee physical security measures for the site, including access control, badging, alarm systems, key control, and CCTV in coordination with facilities and IT.

Ensure proper handling, marking, storage, transmission, and destruction of classified information and other controlled information (e.g., CUI) in accordance with contract and regulatory requirements.

Manage visitor control, including visit requests and authorizations, escorts, and visitor logs for cleared and non-cleared visitors.

Support and help implement Technology Control Plans (TCPs) and related processes in collaboration with Corporate Security and Global Trade, as applicable.

Training, Awareness & Incident Response

In coordination with the SCI Corporate Security Manager, conduct initial, annual, and specialized security briefings/debriefings (e.g., foreign travel, insider threat awareness).

Promote a strong corporate security culture through security education, reminders, and outreach.

Support insider threat and incident response activities; document and report security incidents, violations, or suspicious activities and coordinate corrective actions with SCI Corporate Security and appropriate government stakeholders.

Self-Inspections & Continuous Improvement

Plan and conduct periodic security self-inspections for the Delmar site and assist other site FSOs where required, track and close findings and drive improvements to local and corporate procedures and controls.

Support corporate and customer security audits and risk assessments; prepare documentation and brief local leadership as required.

Work with SCI Global Trade and Security on matters under review and voluntary disclosures.

Corporate Support

Provide general security administrative support (e.g., visitor coordination, document and records support, meeting coordination, and other security responsibilities).

Support the SCI Corporate Security Manager and Director, Global Trade & Security by implementing corporate security initiatives, corporate processes, sharing site metrics, and supporting internal assessments and training across SCI locations.

Perform other duties as assigned in support of Delmar security operations and the Global Trade & Security team.

Qualifications

Bachelor’s degree in Criminal Justice, Security Management, Business Administration, or related field; equivalent experience considered.

3–5 years of experience in industrial security, preferably in a cleared defense/aerospace or government contracting environment.

Prior experience as an FSO, AFSO, or security specialist supporting a cleared facility is strongly preferred.

Experience coordinating with DCSA and other U.S. Government security representatives is preferred.

Clearance: Ability to obtain and maintain a Secret eligibility; a current Secret eligibility is strongly preferred.

DCSA/CDSE FSO training (or ability to complete within 6 months of hire).

Professional security certifications (e.g., ISP®, CPP®, PSP®) a plus.

Skills & Competencies

Solid working knowledge of NISP, NISPOM / 32 CFR Part 117, and core concepts of facility and personnel security.

Experience with government security systems and processes (e.g., DISS/NBIS, NISS).

Strong organizational skills and attention to detail; able to manage multiple priorities and deadlines in a small-site environment.

Excellent written and verbal communication skills; able to provide training and explain security requirements clearly to employees at all levels.

High level of integrity, discretion, and sound judgment when handling sensitive information.

Organized self-starter who can work independently with general guidance and collaborate effectively with cross-functional teams.

Proficiency with Microsoft Office (Outlook, Word, Excel, PowerPoint) and ability to learn new tools and systems quickly.

Working Conditions

Primarily onsite at the Delmar, DE facility; hybrid flexibility may be available for tasks that do not require physical presence.

Some travel required to support corporate training and assessments.

Occasional after-hours or weekend work may be required for inspections, incident response, or time-sensitive matters.
