Job Description – VP CORPORATE CONTRACTS (26000035)

Job Summary Serves as principal advisor to the NEXCOM Enterprise on acquisition matters and acts as Contracting Officer with unlimited signatory authority. Occupies a senior procurement position in Command and reports to the Deputy Commander, Military Services.
Duties and Responsibilities
Manage and operate the Corporate Contracting Division, ensuring supplies, equipment, and services are coordinated and contracted economically and timely.
Provide contracting business direction, guidance, and counsel within the Navy Exchange System.
Act as an integral member of NEXCOM's Executive Group to establish strategic goals and tactical plans supporting the corporate mission.
Develop, establish, and promulgate policy and procedures for non‑appropriated fund acquisitions and administer the NEXCOM Small and Disadvantages Business Utilization Program.
Direct the acquisition of supplies, leases, equipment, expense items, consulting services, and income‑producing services involving non‑appropriated funds.
Revise, evaluate, monitor, and approve or reject field contracting actions to ensure compliance with NEXCOM and higher‑authority policies.
Represent NEXCOM in high‑level conferences with industry, small business, and government representatives, presenting NEXCOM's stance on procurement issues.
Serve as Contracting Officer with unlimited authority to enter into contracts on behalf of the U.S. Government using non‑appropriated funds.
Formulate and implement acquisition procedures for all Navy Exchanges, ensuring consistent policy application.
Develop contracting concepts, coordinate with other Directors, and make recommendations to the Commander regarding implementation.
Develop policy and procedures for the Quality Assurance Surveillance Audit (QASA) program and direct the program to ensure compliance with DoD NAF objectives.
Provide contract administration of headquarters Corporate Contracts procurement actions, issue Contracting Officer’s final decision letters and manage claims and settlements.
Recommend suspension or debarment of firms and individuals from doing business with the government to SECNAV.
Oversee selection of key subordinates and field managerial acquisition personnel, certify position descriptions, prepare performance appraisals, and manage personnel actions.
Schedule participation in Command inspections, audits, special studies, and projects, publishing reports of findings and recommendations for efficiency improvements.
Develop and oversee the Acquisition Manager’s training program for contracting personnel.
Provide field assistance visits, resolving acquisition problems and evaluating innovative contracting concepts.
Direct, guide, and develop NEXCOM contracting programs, projects, and policies, including planning, forecasting, and operational procedures.
Address congressional inquiries and contractor protests concerning headquarters and field acquisitions.
Perform other related duties as assigned.
Eligibility Must be a U.S. Citizen.
Security Clearance Candidate must obtain a Secret Clearance within six months of appointment. Failure to obtain the clearance will result in termination.
Financial Disclosure Incumbent must file a Financial Disclosure Report (OGE) Form 450 as required.
Education Requirements
A 4‑year bachelor’s degree in any field.
OR a 4‑year course of study leading to a bachelor’s degree that included at least 24 semester hours in any of the following: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
OR current associates in 1102 series positions on January 1, 2000, considered to have met the general requirements.
Specialized Experience Seven years of progressive contracting experience (government or private sector) demonstrating ability to perform contract negotiations, administration or termination, price analysis, procurement, and related activities such as purchasing technical materials or services, selecting sources of supply, preparing purchase orders and proposals, studying market conditions and logistics management, or consulting in purchasing. Supervisory experience with exempt and/or non‑exempt personnel is required.
