Job Overview
Honeywell in San Jose, CA is seeking a highly skilled and experienced Cost/Pricing Analyst to lead pricing and cost activities for government bids and proposals. This role requires extensive government contracting experience, including FAR, DFARS, and other regulations, and the ability to develop competitive, compliant, and strategic pricing proposals in collaboration with cross‑functional teams.
Responsibilities
Develop, review, and finalize cost estimates and pricing models for government proposals in compliance with FAR, DFARS, and other applicable regulations.
Lead the development of comprehensive cost/price proposals, ensuring alignment with technical requirements, customer specifications, and company objectives.
Collaborate with internal teams to gather, analyze, and integrate cost, performance, and scheduling data for proposal preparation.
Develop pricing strategies that maintain competitiveness and profitability.
Ensure all proposals are compliant with government regulations, including FAR, DFARS, and other policies.
Identify, assess, and mitigate pricing and cost‑related risks, advising leadership on potential risks and uncertainties.
Analyze past contract performance, historical data, and market trends to develop accurate and realistic cost models.
Lead internal reviews to ensure accuracy, completeness, and compliance with corporate and customer requirements.
Develop, analyze, and maintain Forward Pricing Rates (FPRs) to ensure compliance with government regulations and industry standards.
Engage with customers during the proposal process, providing pricing clarifications, responding to queries, and supporting audit or fact‑finding sessions.
Ensure all proposals are submitted on time and in accordance with customer requirements, maintaining high standards and accuracy.
Support management and the contracts team in pricing negotiations, preparing cost breakdowns, and responding to customers’ requests for adjustments.
Support the contract closeout process, ensuring final pricing and cost adjustments align with the original proposal and contractual agreements.
Provide guidance, mentorship, and training to junior analysts and peers, fostering their professional development and ensuring adherence to pricing standards.
Review all elements of cost—including direct labor, material, ODC, and indirect costs—to ensure compliance with FAR, DFARS, and CAES procedures.
Coordinate and support pricing audits for pricing activities with customers and government agencies (DCMA, DCAA).
Qualifications
Bachelor's Degree and 8 years of experience in proposal pricing and cost estimating within a government contracting environment.
8 years of experience with FAR, DFARS, and other government regulations and compliance requirements.
8 years of experience with cost/price proposal development, including the preparation of cost estimates, pricing models, and analyses.
Advanced Microsoft Office, Advanced Excel, and other financial modeling software.
Experience with project management and ERP systems (SAP preferred).
Extended knowledge of pricing tools such as ProPricer or similar.
This position requires access to technology, materials, software or hardware that is controlled by U.S. export laws. Eligibility requires U.S. Person status under U.S. export laws.
Preferred
Independent self‑starter with minimal supervision.
Certified Cost Estimator/Analyst (CCEA).
Familiarity with Oracle or other ERP systems.
Ability to obtain or maintain a security clearance.
Experience interacting with government customers, auditors, and internal teams during proposal development and negotiations.
High attention to detail and accuracy in pricing calculations, cost model development, and proposal documentation.
Ability to manage multiple proposals simultaneously, prioritize tasks, and meet tight deadlines while maintaining quality.
Excellent verbal, written, and presentation skills; ability to present complex pricing data clearly to stakeholders.
Salary The annual base salary range for this position is $124,000 – $155,000. Honeywell considers factors such as scope, responsibilities, experience, education, skills, and market conditions when extending an offer.
