Primary Purpose
The Chief Diversity Officer reports directly to the Chief of Staff and is responsible for monitoring implementation of DASNY's diversity & inclusion policies and recommending practices and procedures to ensure the integration of diversity & inclusion considerations throughout organizational operations. The Chief Diversity Officer partners with all departments to foster and encourage a more diverse and inclusive workplace and to support compliance with New York State diversity & inclusion laws and policies.
Essential Functions
Serve as DASNY’s central point of contact on all diversity & inclusion matters.
Responsible for the development and implementation of DASNY’s Strategic Plan on diversity and inclusion.
Represent DASNY at New York State diversity forums and councils and serve as liaison with other state governmental entities on diversity and inclusion matters.
Draft and implement diversity and inclusion policies, procedures, guidelines, and strategies; evaluate effectiveness, scope and progress, and revise as necessary.
Review and monitor DASNY’s procurement and grant processes and recommends practices and procedures to ensure robust MWBE, SDVOB, and small business inclusion across all DASNY program areas.
Support procurement staff in identifying diverse suppliers of goods and services.
Collaborate with department heads to integrate diversity & inclusion initiatives into strategic and operational planning.
Monitor D&I metrics including recruitment, retention, promotion rates, and employee engagement across demographic groups.
Identify recruitment strategies, career advancement pathways, and mentorship programs for underrepresented employees and liaison with Human Resources on implementation.
Oversee development of employee resource groups.
Develop and deliver diversity & inclusion training programs and DASNY-wide programming to recognize, promote and celebrate diversity and foster a more inclusive workplace culture.
Develop comprehensive reporting and analysis on internal diversity and equity.
Monitor and report on program effectiveness and fulfill any compliance reporting requirements.
Assign, manage, and prioritize workload. Mentor and train direct reports, supporting their professional development.
Participate in strategic planning efforts and other Management activities and initiatives.
Represent DASNY at conferences, outreach meetings, and professional functions.
Other Duties and Responsibilities
Undertakes special assignments as directed.
Supervise, train, and evaluate staff.
Develop, document and implement policies and procedures.
Assess, develop and implement internal controls, and oversee the review and testing of same.
Must maintain regular attendance in accordance with DASNY attendance and leave policies.
Must adhere to the NYS Information Security Policy Standards established and issued by the Office of Cyber Security and Critical Infrastructure Coordination. (Standards can be found on the Intranet).
Supervision Supervision of employee(s) is required.
Financial & Budget Management Manage DASNY resources and expenditures pursuant to DASNY policies and procedures and State and Federal laws.
Physical/Mental/Visual Demands Travel may be required using public transportation, DASNY vehicle, rental vehicle, or personal vehicle. This travel may include overnight stays at public accommodations and related establishments. Overtime or extended work hours may be required.
Standard office environment.
Minimum Qualifications Bachelor’s degree in human resources, cultural studies, social services, organizational development or related fields and ten years of post‑graduate relevant work experience, with direct experience in policy development, organizational change and workforce development. Six years' experience supervising and evaluating professional staff.
Preferred Qualifications A master’s degree or post‑graduate degree plus ten years relevant experience, including experience advancing diversity, equity, and inclusion. Experience with labor and employee relations, strategic development, program leadership, and community outreach. Experience supervising and evaluating professional staff and a solid record of management experience. Demonstrated ability to work collaboratively with a variety of professionals in other disciplines. Six years experience supervising and evaluating professional staff.

Demonstrated ability to work independently and exercise sound judgment.
